Hai Phong: Marks Strong Economic Growth Milestones

This affirmation was made by Mr. Lê Anh Quân, Standing Vice Chairman of the Hải Phòng People’s Committee, at the recent Conference of Outstanding Enterprises and International Guests on the occasion of the 2025 Year of the Snake.

Some Highlights

In recent years, Hải Phòng’s socio-economic development has consistently maintained a high growth rate, with GRDP growth averaging over 11% per year. In 2024, the local GRDP growth rate reached 11%, while the industrial sector showed a strong recovery, with the industrial production index (IIP) increasing by 15%. Foreign and domestic investment attraction has played a significant role, with a substantial impact on the city’s socio-economic development.

Currently, Hải Phòng is among the top localities in attracting foreign investment nationwide. To date, the city has attracted 1,000 foreign direct investment (FDI) projects from 42 countries and territories with a total capital of USD 32.6 billion, along with 231 domestic projects worth USD 13.7 billion, primarily focused on manufacturing and processing industries in industrial parks (IPs) and the Đình Vũ – Cát Hải economic zone (EZ). FDI into the Đình Vũ – Cát Hải EZ alone accounts for USD 22.9 billion, more than 80% of the city’s total FDI. The current occupancy rate of industrial parks is 64.3%, with an average investment rate of USD 12 million/ha—over three times the national average of USD 4 million/ha.

In recent years, Hải Phòng’s FDI attraction has seen remarkable growth. Since January 2021, the city has drawn USD 14.5 billion (exceeding the target for the 2021–2025 term of USD 12.5–15 billion), equivalent to 74% of the total FDI in the period 1993–2020 (USD 19.6 billion), with an annual average of USD 3.6 billion. Hải Phòng has become a hub for major investors deeply integrated into global value chains, with notable projects from LG Group, SK Group, and the Vinfast auto manufacturing complex.

Currently, there are over 23,000 businesses operating in the city, including more than 3,300 newly established enterprises—a 5.3% increase from the previous year. Some of these are among Vietnam’s top 500 largest companies, such as Hải Phòng Port, Tiền Phong Plastics, Vinfast, Việt Phát, Đình Vũ Port, LG, and Hoàng Huy Group.

Enterprises have made significant contributions to the city’s domestic revenue, reaching VND 49,668 billion, accounting for 99.2% of domestic revenue. Of this, the non-state sector contributed VND 8,107 billion (16.1% of total revenue), the FDI sector contributed VND 5,861 billion (11.65%), and central and local state-owned enterprises contributed VND 2,628 billion (5.25%). Notably, nine businesses paid taxes from VND 500 billion to over VND 5,000 billion; 34 businesses paid VND 100–500 billion; 26 businesses paid VND 50–100 billion; and 255 businesses paid VND 10–50 billion—significantly bolstering the city’s budget.

Proactive Investment Environment Improvement

The city’s outstanding achievements are largely thanks to the unwavering support and expansion efforts of the business community, particularly high-tech projects. Businesses have also participated in community activities and social welfare initiatives, such as building houses of gratitude, supporting families of meritorious service and low-income households, and helping the city recover from Typhoon No. 3.

In recent years, Hải Phòng has continuously improved its investment environment, creating a healthy, transparent, and favorable climate for investors to explore, promote, and expand production and business activities.

 Standing Vice Chairman of the People’s Committee of Hải Phòng, Mr. Lê Anh Quân, emphasized that this event is meaningful for the city, recognizing the contributions of businesses to Hải Phòng’s development. It also strengthens the bond between city leaders, state management agencies, and the business community in an atmosphere of friendship, cooperation, and responsibility—an auspicious start to the new year 2025.

He further emphasized that the People’s Committee would continue directing relevant departments and agencies to create favorable conditions, regularly hold dialogues with businesses to promptly address difficulties, and resolve legitimate proposals and recommendations. Additionally, he suggested commending and honoring exemplary entrepreneurs, businesses, and individuals excelling in production, complying with Party and State policies.

“Hải Phòng also leads in digital transformation, as a dynamic, innovative locality that promptly meets the urgent needs of investors in this new context,” Mr. Lê Anh Quân added.

Reflecting on the conference and his impressions after investing in Hải Phòng, Mr. Koen Soenens, Sales and Marketing Director at the Deep C Industrial Zone complex, shared: “These meetings between the city government and businesses are an excellent opportunity for businesses to voice their opinions directly to city leaders. They also learn about the city’s development and the establishment of the second EZ. This strengthens investors’ confidence in Hải Phòng’s development, attracting more potential investors in the future.”

As a pioneering force in the city’s economic development, city leaders trust that Hải Phòng’s business community and entrepreneurs will continue to build on their achievements, contributing to Hải Phòng’s outstanding performance on socio-economic targets in the coming years, and leaving an even more significant mark on the city’s transformation and growth in 2025 and beyond.
