Hai Phong Looks Toward 2025 with Strategic Goals

In 2025, Hai Phong sets ambitious strategic goals to promote sustainable development and continue the momentum of growth achieved in 2024. Key socio-economic targets, such as achieving a 12.5% GRDP growth rate and exceeding VND 118 trillion in total state budget revenue, demonstrate the city's determination to assert its position as the economic leader in northern Vietnam.

Key Focus Areas for Breakthroughs

According to Mr. Le Tien Chau, Secretary of the Hai Phong Party Committee, 2025 marks a pivotal year in achieving the success of the 16th Congress of the city's Party Committee and laying a solid foundation for the 2026–2030 development phase, which aims for a GRDP growth rate of at least 15.65%. The city's action theme for the year is: "Expanding economic and urban spaces; leveraging unique mechanisms and policies; and enhancing green and digital transitions."

The Secretary emphasized the importance of creating unique and breakthrough mechanisms and policies to drive Hai Phong's development. A key task is completing the dossier to propose a new resolution to replace Resolution No. 35/2021/QH15 to the National Assembly. The city will also focus on addressing bottlenecks, initiating critical projects, and strengthening management decentralization by empowering authorities at all levels, from the city to districts and communes.

Hai Phong is also restructuring its organizational apparatus and streamlining its workforce. This "administrative revolution" aims to improve operational efficiency and better serve residents and businesses. Streamlining personnel is seen as an essential task for promoting overall development.

Focusing on Green Development and Digital Transformation

Hai Phong prioritizes green development and digital transformation as key strategies for achieving sustainable development goals. The city has completed its green transition plan and is implementing priority tasks to achieve immediate results in 2025. Digital transformation efforts will focus on practical objectives, such as reducing administrative procedures, cutting costs for businesses, and enhancing public service quality.

2024 Achievements: A Strong Foundation

Reports from the city’s People's Committee show that Hai Phong achieved impressive results in 2024. Of the 19 socio-economic targets, 17 were met or exceeded. The GRDP growth rate reached 11.01%, 1.5 times higher than the national average, ranking Hai Phong third among Vietnam's 63 provinces and cities. State budget revenue exceeded VND 118.2 trillion, and public investment disbursement surpassed VND 18.1 trillion, exceeding the targets set by the government.

Notably, Hai Phong made significant strides in improving the competitiveness of departments, sectors, and localities. Many units achieved high rankings in the Provincial Competitiveness Index (DDCI) and citizen satisfaction with public administrative services.

Development Goals for 2025

Building on the success of 2024, Hai Phong has outlined specific socio-economic development targets for 2025, including achieving 12.5% GRDP growth, increasing the industrial production index (IIP) by 17%, generating state budget revenue of VND 118.079 trillion, including VND 51 trillion in domestic revenue, attracting VND 240 trillion in total social investment, reaching $37 billion in export turnover, securing $4.5 billion in FDI, and welcoming 10 million tourists.

To realize these objectives, the city plans to expand economic spaces and focus on three pillars: high-tech industries, seaport logistics, and trade-tourism. Additionally, it aims to streamline investment procedures, develop new economic zones, and support businesses in planning and project implementation.

Hai Phong will enhance the quality of its tourism products, focusing on infrastructure development in Cat Hai and Do Son, with a target of VND 12 trillion in tourism revenue. In trade, the city will boost promotional activities, expand export markets, and deepen participation in global supply chains.

Long-Term Vision

Hai Phong is not only focused on short-term objectives but also shaping a long-term vision. By 2045, the city aims to become a leading maritime economic hub in Asia with advanced development levels. By 2050, Hai Phong aspires to rank among the world's top developed cities.

Through its efforts and determination, Hai Phong is solidifying its position not only domestically but also on the regional and international economic maps. The city continues to be a model of innovation and comprehensive development.
