To realize its digital transformation strategy and transform Hai Phong into an integrated, competitive smart port city at a regional level, Vice Chairman of the City People’s Committee Hoang Minh Cuong has assigned the Department of Science and Technology to lead the research and utilization of the Directory of products and solutions for digital government, digital economy, and digital society published by the Ministry of Science and Technology in April 2026.

Developing a Standardized National Digital Repository
The Directory was developed by the Ministry of Science and Technology following the tasks set by the Central Steering Committee for the development of science, technology, innovation, and digital transformation. Through a survey of three major data sources—including over 18,500 agencies and organizations within the political system, 301 units through associations, and 163 units via electronic forms—the Ministry reviewed, standardized, and published a total of 1,591 products and solutions from 360 development units. These are classified under three pillars: Digital Government (18 groups), Digital Economy (22 groups), and Digital Society (22 groups).
A highlight of the directory is its diversity and high practicality, ranging from AI urban management platforms, electronic medical records, and logistics and port operation management systems to agricultural and aquatic product traceability solutions, industrial zone management, online public services, cybersecurity, and 3D digital museums for tourism. The directory is updated periodically with a continuous supplement mechanism to ensure it reflects the rapid development of the technology market. As the largest seaport and logistics hub in Northern Vietnam, Hai Phong can find many high-value application solutions in the Directory that directly suit the city's key economic sectors.
Practical Applications Across Key Sectors
In the field of logistics and seaports, the Directory contains solutions for digitizing port operation management, maritime transport services, and logistics developed by reputable units such as Saigon Newport Corporation, along with numerous warehouse management platforms and real-time cargo tracking. This presents an opportunity for Hai Phong Port to continue enhancing its competitiveness in the regional supply chain.
Regarding import-export and customs, the Directory includes the General Department of Customs’ centralized export-import accounting system and the electronic Certificate of Origin (C/O) issuance platform from the Import-Export Department. These are practical tools to help Hai Phong businesses accelerate customs clearance, reduce costs, and increase transparency in international trade transactions.
For agriculture and fisheries—traditional strengths of Hai Phong's coastal areas—the Directory provides agricultural and aquatic product traceability platforms, integrating data for state management and standardizing OCOP products to help local agricultural products meet increasingly strict export standards. In urban and industrial zone management, Viettel's Urban Digital Twin (vUDT) solution, IoT systems in industrial zones and smart cities, or open-source e-government platforms are all suitable tools for Hai Phong to digitize urban management, planning, and operations.
For healthcare, education, and tourism, the Directory features advanced solutions such as VizEMR electronic medical records, STEM educational robots, and interactive 3D digital museum systems for virtual tours, aligning with Hai Phong's coastal tourism and cultural development orientation.
Professional Implementation and Strategic Significance
According to the directive document, the Department of Science and Technology is assigned two specific tasks: to research and reference the Directory when proposing and implementing the city's digital transformation activities; and to proactively contact the Ministry of Science and Technology for periodic updates, redundancy reviews, and information verification before publication. This mechanism ensures Hai Phong always accesses the latest solutions while avoiding overlapping investments and budget waste.
