Hai Phong Leads in Administrative Reform

The Ministry of Home Affairs has just announced that Hai Phong City is leading in the People's Satisfaction Index and the Administrative Reform Index in 2024. At the regular Government meeting in March 2025 held on the morning of April 6, Minister of Home Affairs Pham Thi Thanh Tra reported and announced the results of the ranking of the People's Satisfaction Index for the Service of State Administrative Agencies in 2024 (SIPAS 2024) and the Administrative Reform Index in 2024 (PAR INDEX 2024) of the People's Committees of provinces and centrally-run cities. Specifically, the 5 provinces and cities with the highest SIPAS 2024 results are: Hai Phong ranked first, followed by Ba Ria - Vung Tau, Thai Nguyen, Quang Ninh...

SIPAS 2024 reached an average of 83.94%, an increase of 1.28% compared to 2023. The level of people's satisfaction with the development and implementation of policies in general reached 83.84%, an increase of 1.35% compared to 2023 and the level of satisfaction with the provision of public administrative services reached 84.09%, an increase of 1.12%. The 5 lowest provinces are Bac Kan, Lang Son, Quang Nam, An Giang and Quang Ngai.

According to the report results, people surveyed nationwide are interested in policies at a fairly high level, ranging from 77.88% - 82.6% (an increase of nearly 2% compared to 2023). Social order and security policies are the most concerned and economic development policies are the least concerned. The level of people's willingness to participate in giving opinions on policies is not high. The form of sending opinion forms to homes and agencies received the highest support, but only 39.14% of people surveyed were willing to participate in giving opinions through this form. Only 9.53% of people surveyed were willing to participate in giving opinions on policies online. What is special is that the level of people's willingness to participate in giving opinions on policies online on websites is low, only 1 locality reached 44.79%, the remaining 62 localities were in the range of 1.24% - 20%. Similarly, the level of people's willingness to participate in giving feedback on policies online on social networking platforms such as Zalo and Facebook, only 2 localities reached a level of over 30%, the rest were between 2.27% - 29.68%.

Regarding the quality of service of civil servants, more than 90% said that there were no civil servants causing trouble or harassment; 8.98% said that there were some civil servants causing trouble and harassment and 0.96% said that there were many civil servants causing trouble and harassment.

Accordingly, the PAR INDEX 2024 of the People's Committees of provinces and centrally run cities has 2 groups of points: Group A, achieving an index result of 90% or more, including 13 provinces and cities; Group B, achieving an index result of 80% - below 90%, including 50 provinces and cities.

Hai Phong topped the rankings with a result of 96.17%, 4.3% higher and 1 rank higher than in 2023. This is the second time Hai Phong city has led the country in PAR INDEX 2024 (the last time was in 2021). In the 13-year history of assessment, Hai Phong has been in the top 5 localities leading the country in administrative reform for 12 consecutive years, of which 7 years ranked 2nd/63. Strong administrative reform efforts have helped this city create miracles in the renovation period.

In 2024, Hai Phong became the first and only locality in the country to achieve double-digit growth for 10 consecutive years; attracting foreign direct investment (FDI) reached 4.7 billion USD, 2.35 times higher than the plan.

Mr. Le Tien Chau - Secretary of Hai Phong City Party Committee, in 2025, Hai Phong will continue to closely follow and focus on leading and directing the implementation of the goals. In particular, completing a number of tasks is a basic condition, a solid foundation for the next stage of breakthrough development, such as: Establishing the Southern Coastal Economic Zone of Hai Phong (in 2024). Speeding up the establishment of industrial parks that are stuck in procedures, which have been delayed for many years and have not been completed.

Recently, Deputy Prime Minister Tran Hong Ha has just signed a decision to establish the Southern Coastal Economic Zone of Hai Phong, Hai Phong City, with an area of ​​20,000 hectares (of which about 2,909 hectares is reclaimed land), located in Do Son district and An Lao, Kien Thuy, Tien Lang, Vinh Bao districts.

This coastal economic zone consists of 7 sub-zones. In addition, there is a main road network of the economic zone with a total length of 98km, branch roads with a total length of 34km.

It is expected that the cost to establish the economic zone will be about 400,000-600,000 billion VND, from the budget and other capital sources.

Of which, the capital of the Ministry of Transport to invest in the system of shared works of Nam Do Son port (channel, turning basin, breakwater, sand barrier, road outside the port, reclamation and treatment of the ground...) is about 30,000 billion VND.

The southern coastal economic zone of Hai Phong was established to maximize the advantages of its international gateway location, industrial development foundation, seaport services... of the city.

At the same time, build and develop into a comprehensive, multi-industry, multi-functional economic zone, following the green growth model, circular economy, sustainable development; focusing on the fields of high-tech industry, modern seaport services and logistics; being a marine economic center with a pioneering role, with the function of supporting and connecting with other coastal economic zones, creating development momentum for the Red River Delta.

The results of the 2024 Administrative Reform Index of Hai Phong have shown that the efforts and determination to promote administrative reform of local authorities at all levels have brought about clear results, increasingly recognized and appreciated by the people and the business community.

Over the past year, the Administrative Reform Index has always been affirmed through practice as one of the important tools in the direction and administration of the government.

Through the Administrative Reform Index, it can be seen that this local government has identified goals, orientations, contents, tasks and solutions to promote administrative reform, supporting business development in the next phase.
