Against the backdrop of a rapidly shifting global economy and Vietnam’s rising international stature, the Government has officially issued a landmark strategy to propel the private sector toward international expansion. On April 6, 2026, the Prime Minister signed Decision No. 626/QD-TTg approving the “Program for International Market Expansion for the 2026–2030 Period” (abbreviated as the GoGlobal Program). Hai Phong City immediately demonstrated high proactivity by initiating a local implementation plan to deeply integrate city enterprises into global value chains.

- Strategic Vision: Innovating Mindsets for Global Expansion
The GoGlobal Program is founded on a modern legal framework, notably the 2025 Law on the Organization of the Government and Politburo Resolutions regarding private economic development. The Government’s guiding viewpoint reflects a fundamental shift in thinking: moving from passive assistance to a proactive and comprehensive innovation of mindset.
The program emphasizes expanding economic growth space beyond mere trade to include investment, finance, technology, culture, and tourism. In this strategy, private enterprises are identified as the key leading force in the process of reaching international markets. The State acts as a "creator," accompanying businesses to provide support, share risks, and offer experimental spaces for new policies aimed at reducing barriers to global business models.
- Challenging Quantitative Targets for 2030
To realize the GoGlobal ambition, the Government has set specific and practical targets for the period leading up to 2030:
- Training and Consulting: Striving for at least 10,000 enterprise training turns in global investment and business implementation skills, along with 1,000 enterprises receiving in-depth consulting to build sustainable international roadmaps.
- Investment and M&A: Providing intensive support for at least 100 enterprises to invest abroad, focusing on promoting Mergers and Acquisitions (M&A) to access international technology and brands (accounting for approximately 30%).
- Production and Value Chains: Aiming for at least 100 enterprises to receive comprehensive support from Research and Development (R&D) and design to production and branding to participate deeply in regional and global value chains. Among these, the Government expects at least 20 large enterprises in spearhead industries to lead these supply chains.
- Cross-border E-commerce: Supporting at least 100 enterprises to operate effectively on international electronic trading platforms, with a specific goal of having at least 10 enterprises achieve online export revenue exceeding $10 million.
- Hai Phong’s Decisive Entry with the "Local Go Global" Program
As a leading locality in international integration, the Hai Phong City People’s Committee Office issued a document to receive and deploy the strategy on April 7, 2026, immediately after Decision 626 was enacted. Under the direct guidance of Vice Chairman of the City People’s Committee Hoang Minh Cuong, Hai Phong is urgently localizing the national strategy into municipal action.
The city has assigned the Department of Industry and Trade to preside, coordinating closely with the Departments of Finance, Foreign Affairs, Science and Technology, Agriculture and Environment, and Culture, Sports, and Tourism, as well as People's Committees at all levels. The central task is to unify and submit the Local Program for International Market Expansion (Local Go Global Program) to the City People's Committee in the second quarter of 2026.
The assignment of tasks indicates that Hai Phong will approach this program multisectorally. The Department of Foreign Affairs will be responsible for leveraging international cooperation frameworks to promote the economy, while the Department of Science and Technology will prioritize supporting businesses in applying new technologies and digital transformation to reach global scales.
- A Synchronized and Modern Solution System
The GoGlobal Program outlines a detailed roadmap of solutions focusing on removing institutional "bottlenecks":
- Establishing a Synchronized Institutional Framework: The Government commits to regularly reviewing and simplifying administrative procedures, especially regulations on capital transfer abroad, international payments, and foreign exchange management to align with world practices. A study on establishing a Fund or appropriate model to support enterprises with capital, guarantees, and investment insurance for outward investment will also be deployed.
- Building the GoGlobal Information Platform: A shared database system (Vietnam GoGlobal Platform) will be operated to provide market information, connect B2B partners, and share international experiences. Hai Phong will also rely on this platform to build a local-level data ecosystem.
- Building Brand and Reputation: Strengthening the National Brand Program, supporting enterprises in registering intellectual property protection abroad, and developing a GoGlobal Index to measure effectiveness annually.
- Priority Sectors and Markets
According to the orientation framework attached to Decision 626, priority sectors include:
- Agriculture: Sustainable processing industries for agricultural, aquatic, and forest products.
- Industry: High-tech processing and manufacturing (electronics, mechanics...), supporting industries, and digital technology and information fields.
- Services: Distribution, logistics transport, finance, tourism, and high-value cultural services such as film and cuisine.
Regarding markets, the program focuses on neighboring regions like Southeast Asia and Northeast Asia; high-value, high-standard markets like the EU, USA, Japan, and Australia; and emerging potential markets in the Middle East, Africa, and Latin America.
The implementation of the GoGlobal Program for 2026–2030 is an inevitable step for Vietnam's private economy to move beyond the "village pond" and assert its value on the global economic map. With the spirit of "Proactive execution - Promoting momentum - Breakthrough growth," Hai Phong is striving to become a model locality in realizing the Government's goals. The city's upcoming "Local Go Global" program promises to create a new vitality, helping city enterprises not only sell goods to the world but also become indispensable links in global value chains.
Seamless coordination between Central and local levels, and between the State and enterprises, is the key to joining forces for a prosperous and happy Vietnam.
