Hai Phong launches Campaign for a “Green – Civilized – Modern” City for the 2026 – 2030 Period

On April 22, 2026, the Hai Phong City People's Committee issued Plan No. 146/KH-UBND, launching the emulation movement “Building Hai Phong City - A Green - Civilized - Modern Urban Area” for the 2026 - 2030 period. This is a strategic step to realize the aspiration of making Hai Phong a leading urban center in Northern Vietnam and a livable, investable city in the region.

Strategic Vision and Breakthrough Goals

Plan 146/KH-UBND was developed by inheriting and promoting the positive results from the “Bright - Green - Clean - Beautiful - Safe - Civilized” movements of previous years. However, in the context of the 14th National Party Congress's orientation to make Vietnam a developed, high-income country by 2045, Hai Phong has elevated its targets to include more sustainable and smarter criteria.

The new emulation movement focuses on three core pillars:

  1. Breakthrough economic growth.
  2. Sustainable, smart, and green urban development.
  3. Human development, improving quality of life, and ensuring social security.

The city has identified this movement not just as a short-term emulation but as a process to create substantive changes in the awareness and actions of the entire political system and all classes of people.

Requirement for Substance and Decentralized Management

A notable new feature of this plan is the affirmation of the effectiveness of the two-level local government model. Grassroots authorities (communes, wards, and special zones) will be directly responsible for organizing implementation, ensuring they stay close to the people and the area to promptly resolve issues arising from practice.

The movement requires comprehensive and widespread yet substantive implementation. Units must not perform formally but must have appropriate roadmaps, clear assignments of responsibility, and identification of key focus areas for each locality. In particular, the city emphasizes a harmonious combination of raising self-awareness with the application of strong sanctions for administrative violations to maintain urban discipline.

Key Tasks Across All Fields

Plan 146/KH-UBND assigns specific tasks to each department and sector to ensure synchronization:

  • Department of Construction: Acts as the "conductor" in managing and maintaining technical infrastructure systems to ensure the urban environment is always bright, green, clean, and beautiful. The department is also tasked with coordinating the handling of violations regarding street order and illegal parking in the city center.
  • Department of Agriculture and Environment: Focuses on environmental protection and climate change response. For rural areas following mergers, the department must focus on reducing plastic waste, developing organic agriculture, and applying digital transformation to production.
  • City Police: Leads peak periods to restore urban order, strictly handles social evils, and addresses illegal advertising. Ensuring traffic safety and fire prevention are also key tasks.
  • Education and Training Sector: Tasked with incorporating the "Green - Civilized - Modern" urban development content into teaching and extracurricular programs to form an urban citizenship awareness for the younger generation starting from school.
  • Hai Phong Economic Zone Authority: Ensures criteria for environmental protection and traffic safety within industrial parks, economic zones, and Free Trade Zones.

Mobilizing Power from the Community

The city affirms that the People are both the subjects of implementation and the beneficiaries of the movement's results. Models such as “Green, Clean, and Beautiful Sunday” will continue to be effectively maintained in residential areas.

Mass organizations such as the Hai Phong Youth Union, the Fatherland Front, the Women's Union, and the Farmers' Union are called upon to actively participate through specific projects, such as “Self-managed Farmer Roads,” “Waste-free Fields,” or self-managed youth streets.

The city's press and media system, including the Hai Phong Newspaper and the Radio and Television Station, will create specialized sections to propagate and commend good examples and typical models within the movement.

Commitment to Resources and Roadmap

Regarding funding, the City People's Committee will allocate from the state budget, combined with funds from businesses, social welfare funds, and socialization sources.

The implementation roadmap is defined as regular and continuous throughout the 2026 - 2030 period. Immediately after the plan's issuance, the entire city will organize a kickoff and launch a major emulation drive. On an annual basis, the city will organize reviews, evaluations, and timely rewards for collectives and individuals with outstanding achievements.

Plan 146/KH-UBND is not just an administrative document but a commitment by city leaders to improve the quality of the living environment and urban landscape. With the drastic involvement of all levels of government and the response of the People, Hai Phong is confidently moving toward the goal of becoming a civilized, modern city of international stature by 2030.
