On March 15, 2026, on behalf of the City Steering Committee for Science and Technology Development, Innovation, Digital Transformation, and Project 06, Chairman of the Hai Phong People's Committee Le Ngoc Chau officially signed and issued Decision No. 27/QD-BCD regarding the 2026 Activity Plan. This document marks a powerful shift for the Port City from the phase of perfecting institutions to practical implementation, utilizing science and technology (S&T) and digital transformation (DT) as the primary drivers to promote economic growth and enhance citizens' quality of life.

Strategic Vision: From Institutions to Practical Implementation
The year 2026 has been identified by Hai Phong as the year to shift focus from institutional completion to organization, implementation, monitoring, and measuring output results. The overarching goal of the plan is to focus leadership on the synchronized and drastic execution of tasks regarding S&T, innovation, and DT, closely linked to macroeconomic indicators such as GRDP growth, labor productivity, and corporate competitiveness.
The city expects to create a clear shift in synchronized digital transformation across the entire political system. Specifically, digital flows will be concentrated on key economic sectors such as processing, manufacturing, seaports, and logistics to increase productivity, reduce costs, and expand markets for local businesses.
"Golden" Indicators for Breakthrough Development
Decision No. 27/QD-BCD establishes an ambitious system of quantitative indicators, demonstrating the determination to make Hai Phong a leader in the digital economy and society.
- Economic Targets: The city strives for the digital economy's share of GRDP to reach 31%; the contribution of S&T, innovation, and DT to GRDP growth is targeted at 17.5%. A vital indicator reflecting growth quality—the contribution of Total Factor Productivity (TFP) to economic growth—is set at a goal of 50%.
- Infrastructure and Digital Skills: Hai Phong is determined to expand 5G coverage to 85% of the population. Simultaneously, 100% of cadres, civil servants, and public employees will be trained and fostered in digital skills to meet the requirements of working in a modern electronic environment.
Revolution in Administrative Management and Public Services
The 2026 Plan sets very high standards for the modernization of the administrative apparatus:
- Electronic Work Profiles: 100% of work profiles at state administrative agencies are to be processed in an electronic environment (excluding confidential files); the rate of documents and profiles processed end-to-end in an electronic environment must reach at least 70% at both the provincial and commune levels.
- Online Public Services: The proportion of administrative procedures providing full-process online public services out of the total administrative procedures must reach at least 80%.
- Citizen Satisfaction: The city sets a target of at least 95% of citizens and businesses being satisfied when using online public services.
- Administrative Reform: Implementing the "one-time declaration" principle for at least 80% of information and papers related to production and business; 100% of administrative procedures are to be performed regardless of administrative boundaries within the provincial scope.
S&T and Innovation: Drivers for Strategic Industrial Sectors
Hai Phong identifies promoting the commercialization of research results as a key task. The plan aims to successfully commercialize at least 05 products within the strategic technology list, such as: Semiconductor chips, 5G network equipment, industrial robots, Artificial Intelligence (AI), and Unmanned Aerial Vehicles (UAVs).
The city also focuses on developing the innovative startup ecosystem with a goal to increase the number of innovative startups by 30% in the fields of S&T and DT. Notably, Hai Phong encourages the formation of 1 to 3 spin-off enterprises from the research results of local universities and institutes in 2026. To support research, the city will form at least 09 shared infrastructures, such as laboratories, R&D centers, or inspection facilities.
Implementing Project 06 and Digital Utilities for Citizens
Continuing the implementation of Project 06, Hai Phong will integrate many utilities into the national identification application VNeID:
- Healthcare: Complete data connection and sharing to deploy Electronic Health Records, transfer papers, and re-examination appointments on VNeID by June 2026.
- Education: Deploy Digital School Records, diplomas, and digital certificates on the VNeID application as soon as instructions are received from the Ministry of Education and Training.
- Social Security: Implement DNA sample collection for relatives of unidentified martyrs in the city according to the roadmap.
- Smart Transport: Deploy search and cashless payment solutions at parking lots across the city.
The plan emphasizes the "Digital Literacy" movement to improve digital skills for the community, helping all citizens access and proficiently use online public services and digital utilities.
Responsibility and Implementation Mechanism
The 2026 activity program ties the responsibility of the heads of Departments, branches, and localities to the progress and quality of the assigned tasks. Implementation results will be a crucial basis for evaluation, emulation, and rewards, while strictly handling responsibility for delays.
The City Steering Committee requires units to perform periodic reporting before the 20th of every month and an annual report before November 30, 2026. Units are also required to maximize the use of tracking systems to update work progress.
With a detailed plan and clear quantitative indicators, Hai Phong is ready to break through and assert its position as a green, civilized, and modern port city leading in innovation and digital transformation.
