Hai Phong Issues Plan for State Economic Development: Affirming Leading Role and International Urban Vision

On March 20, 2026, the Hai Phong City People's Committee issued Plan No. 90/KH-UBND to implement the Government's Resolution No. 29/NQ-CP and the City Party Committee Standing Board's Action Plan No. 37-KH/TU on state economic development. This is regarded as a roadmap that not only clearly defines the position of the state economy as a leading "locomotive" but also realizes the ambition to transform Hai Phong into a modern, sustainable port city of Southeast Asian stature by 2030.

Affirming the Leading Role and Strategic Vision 2045

The core objective of Plan No. 90/KH-UBND is to enhance efficiency and promote the leading and pioneering role of the state economy in key and essential sectors and fields. The city identifies that the state economy must play a role in leading and supporting other economic sectors to develop together, contributing to rapid and sustainable growth coupled with ensuring national defense and security.

A longer-term vision is established toward 2030, where Hai Phong strives to become a modern, civilized, ecological, and livable industrial port city. By 2045, the city aims to make a significant contribution to turning Vietnam into a developed, high-income country. To achieve these macro goals, the City People's Committee requires all levels and sectors to execute with the highest determination, acting decisively according to the "06 Clears" principle: clear person, clear work, clear time, clear responsibility, clear authority, and clear efficiency.

A System of 51 Breakthrough Tasks Across All Fields

The plan sets out a total of 51 specific tasks, scientifically divided into groups of solutions ranging from general to detailed, covering the city's entire political and economic apparatus.

  1. Breakthrough in Thinking and Administrative Execution Capacity: This group of general tasks focuses strongly on ideology and improving the quality of propaganda regarding the role of the state economy. The city requires close coordination with the Ministry of Public Security to exploit national population data, providing a basis for policy orientation and the most accurate regulation of state resources.
  2. Modern Resource Management and Technical Infrastructure: Regarding land and resources, the city will review and adjust planning to ensure energy security and national defense. A key task is to clarify responsibilities and resolutely reclaim abandoned or misused land areas to release resources for growth.

In terms of infrastructure, Hai Phong is accelerating the city planning process to 2050 with a vision to 2075, emphasizing climate change resilience and green transformation. The city will synchronously develop all five types of transport according to a multimodal model, completing the construction and upgrading of key projects such as Cat Bi International Airport and the inland waterway port system. Notably, the "public investment - private management" model will be expanded to attract social resources for developing the next-generation Free Trade Zone infrastructure.

  1. Optimization of Budget and Financial Funds: Hai Phong is determined to implement specific mechanisms under Resolution 226/2025/QH15 to create development resources. Public debt and budget management will be digitized to ensure transparency and openness. The city will also carry out a "revolution" for extra-budgetary financial funds by reviewing, merging, or dissolving inefficiently operating funds to avoid overlap and waste.

Restructuring State-Owned Enterprises (SOEs) and Public Service Units

This is the focus of the plan, aimed at turning SOEs into pioneers in technology and innovation.

  • State-Owned Enterprises: The city encourages enterprises to promote scientific research, digital transformation, and green transformation. Salary policies will be reformed to ensure competitiveness and attract high-quality human resources. Simultaneously, Hai Phong applies a strict monitoring mechanism: replacing or dismissing those who lack responsibility or are incompetent, causing loss, waste, or hindering the development of the enterprise.
  • Public Service Units: A strong transformation roadmap from direct budget allocation to direct support for policy beneficiaries will be implemented. Inefficient units will be merged or dissolved, while eligible units will be converted into enterprises where the state holds 100% of the charter capital.

Ensuring Transparency and the Rule of Law

Plan No. 90/KH-UBND sets high requirements for inspection, examination, and anti-corruption work. The city will promote the application of science and technology in digital-based inspections to end overlaps and prolonged inspection times that cause difficulties for businesses. A special mechanism is established to protect officials who dare to think, dare to do, and dare to take responsibility for the common good, while also setting up an independent and transparent review process to handle violations correctly.

Annually, the city will organize meetings and business contact conferences to listen to feedback and promptly resolve arising problems. The connection between SOEs, private enterprises, and FDI enterprises is also emphasized to create a sustainable value chain.

To bring Plan No. 90/KH-UBND into practice, the City People's Committee assigns the Department of Finance the leading role in coordinating with units to monitor and urge implementation progress and synthesize periodic reports. Heads of agencies and units must be responsible to the city for the results of implementing their assigned tasks.

By issuing this detailed and dedicated plan, Hai Phong is sending a strong message of innovation and political determination. The port city is not only preparing for a new growth cycle but is also building a solid foundation for a modern state economic ecosystem capable of leading and reaching international stature in the future.
