In recent years, the volume of solid waste in Hai Phong city has rapidly increased due to population growth and urbanization. On average, the city generates about 2,010 tons of solid waste per day.

In response to the increasing amount of solid waste, the Hai Phong People's Committee has just issued Plan No. 01/KH-UBND regarding the collection, transportation, and treatment of solid waste in the city for the year 2025. The plan focuses on implementing the goals and targets set by the People's Council and the Standing Committee of the City Party Committee in Resolution No. 27/NQ-HĐND dated July 20, 2022, the Plan No. 260/KH-UBND dated November 21, 2022, of the People's Committee regarding the implementation of Resolution No. 27/NQ-HĐND dated July 20, 2022, the Directive No. 34-CT/TU dated October 18, 2024, of the Standing Committee of the City Party Committee, and Plan No. 287/KH-UBND dated December 18, 2024, of the People's Committee for the implementation of Directive No. 34-CT/TU dated October 18, 2024, of the Standing Committee of the City Party Committee.
The plan aims to maintain and gradually stabilize the management of solid waste in the city; enhance the management of solid waste, minimize the negative impacts of solid waste on the environment and human health; and raise community awareness and responsibility regarding the collection, transportation, and treatment of solid waste, thereby improving the quality of life in Hai Phong. Some specific goals include: ensuring that 100% of organizations, households, and individuals in the city effectively and sustainably sort solid waste at the source; ensuring that 100% of the total amount of solid waste generated in urban areas is collected and treated in accordance with environmental protection requirements; striving for 99% of the total amount of solid waste generated in rural residential areas to be collected, stored, transported, and treated centrally, while maximizing the reuse of organic waste.
Departments, branches, and the People's Committees of districts and towns are assigned specific tasks in the collection, transportation, and treatment of solid waste. The Department of Natural Resources and Environment will be the unit directly responsible for organizing the implementation, monitoring, urging, and summarizing the implementation of the plan as required. Departments, branches, the People's Committees of districts, towns, and relevant units will disseminate and promote legal regulations on sorting solid waste at the source, collecting, transporting, and treating solid waste; inspect and supervise the collection, transportation, and treatment of solid waste; and handle violations of solid waste management laws within their authority.
The issuance of this plan not only demonstrates the determination to manage solid waste but also contributes to improving the quality of life for residents. With these efforts, Hai Phong city hopes to build an effective and sustainable solid waste management system, contributing to the city's green and sustainable development in the future.
