- Communication and Policy Dissemination: For all citizens to know and understand The city identifies communication as the first "key" to success. The Department of Culture, Sports, and Tourism is assigned to lead and coordinate with press agencies, the City E-Portal, and the VCCI Coastal Branch to conduct extensive communication about Decree 20 and the City Plan. This task requires regular implementation, integrated into conferences, seminars, and specialized training sessions to ensure every business, from large corporations to individual households, understands their rights and the support access process.
- Breakthroughs in Land Access and Production Premises This is the most direct "untie-the-knot" policy group for businesses. Hai Phong will perform a comprehensive review of land funds, business premises, and infrastructure in industrial zones and clusters.
- Transparency: The City People's Committee Office is responsible for publicly announcing investment support principles, criteria, and norms on the E-Portal; specifically, the land area in industrial zones and technology incubators reserved for high-tech, SMEs, and innovative startups to lease or sub-lease.

- Specialized Departments: Must proactively issue guiding documents and optimal solutions for their respective sectors.
- Commune People's Committee: This level is closest to the people and businesses. The Chairman of the Commune People's Committee is directly responsible for implementing policies for local household businesses and proposing annual support budget allocations.
