On April 18, 2026, the Hai Phong City People's Committee issued Decision No. 25/2026/QD-UBND, alongside Regulations on safety management in electricity use within the city. This document was developed based on the Electricity Law 2024, the Law on Fire Prevention, Fighting, and Rescue 2024, as well as the latest guiding Decrees and Circulars from the Government and the Ministry of Industry and Trade. These regulations officially take effect starting May 15, 2026, applying to all state agencies, electricity units, and every organization or individual using electricity in the city.

Scope of Adjustment and Core Management Principles
The new regulations comprehensively cover safety management in electricity use for various purposes, including production, public lighting, daily life, and services. The city has established the overarching principle of "prevention as the primary focus," coupled with the timely detection and strict handling of violations to ensure absolute safety for people, property, and the national power system. In addition to complying with current technical standards, the city particularly encourages organizations and individuals to apply advanced technology, use energy-saving equipment, and follow the energy labeling roadmap of the Ministry of Industry and Trade. Annually, local authorities from the city to the commune level are responsible for coordinating with the Hai Phong Power Company and news agencies to promote propaganda and disseminate legal knowledge to improve public awareness and compliance.
Strict Control of Electrical Safety in Production and Daily Life
In the field of production, the Regulations require units to use electricity according to the correct purpose, design, and system capacity. Businesses must conduct regular inspections, resolve safety risks themselves, and proactively trim trees or manage architectural structures within their scope to avoid violating grid safety distances. An important new point is that organizations using self-supplied power sources (such as generators or solar panels) must have technical solutions to ensure they do not feed power back into the grid, preventing danger to repair personnel.
In residential and service areas, the Regulations provide detailed technical measures for fire and explosion prevention. Citizens must regularly inspect electrical systems after the meter, keep heat-emitting devices away from flammable objects, and promptly replace frayed or damaged wires. Regarding safe connection rules, in three-phase four-wire circuits, switching devices (circuit breakers, switches, fuses) must absolutely not be connected to the neutral wire. For single-phase two-wire circuits, fuses and switches must be connected to the phase wire; additionally, the installation of residual current circuit breakers (ELCBs) and two-pole breakers is encouraged for user protection.
Public Lighting and Responsibilities
For public lighting systems, operating units must strictly adhere to periodic maintenance procedures to ensure safety, energy savings, and urban aesthetics while prioritizing smart control technology and renewable energy. To implement these Regulations effectively, the City People's Committee has assigned specific tasks to various departments. The Department of Industry and Trade serves as the lead advisory agency, responsible for guiding, urging, and inspecting compliance, as well as organizing safety training citywide.
The City Police lead investigations into electricity-related accidents or fires and coordinate inter-departmental inspections to handle violations. The Department of Construction manages tree trimming on traffic routes and inspects electrical safety conditions in apartment buildings and houses. The Hai Phong Economic Zone Authority (HEZA) is responsible for supervising electrical safety for businesses and workers within industrial and cluster zones. Finally, Commune-level People's Committees perform local state management, directing departments to coordinate propaganda and monitor safe electricity use among residents.
The Role of the Power Sector and Implementation Resources Hai Phong Power Company is tasked with ensuring a stable power supply while regularly inspecting and promptly notifying customers about equipment that does not guarantee safe operation. In cases where a serious safety risk is detected, the power unit has the right to suspend power supply according to legal regulations to prevent incidents. Financially, funding for propaganda and safety inspections will be allocated within the annual budget estimates of units according to the current budget decentralization, ensuring no costs arise outside the approved estimates.
The issuance of these Regulations demonstrates Hai Phong's determination to standardize electrical safety management, contributing to accident reduction, protecting citizens' lives, and creating a stable environment for production and business activities. Relevant agencies, units, and individuals are responsible for serious implementation to jointly build a safe and sustainable city.
