Hai Phong issues 2026 – 2030 development plan: Aspiration to become a regional-scale port city

The Hai Phong City People's Committee has officially promulgated Plan No. 52/KH-UBND on socio-economic development, national defense, security, and foreign affairs for the 2026–2030 period. This is a crucial document aimed at specifying the goal of turning Hai Phong into a modern industrial port city that is civilized, ecological, and livable at the Southeast Asian regional scale by 2030.

Breakthrough Growth Targets with Digital Economy as the Driver

In the next five-year period, Hai Phong sets a target for average GRDP growth of at least 13% per year, striving to reach 14%. The city expects that by 2030, the per capita GRDP will reach approximately 11,247 USD. Notably, the digital economy is identified as a key driver, with a target contribution of over 35% to the city's GRDP.

Administrative reform and competitiveness indices, such as PCI, PAR Index, PGI, and DTI, are also targeted to remain within the top 5 leading localities nationwide, with aspirations to enter the top 3.

Three Economic Pillars and Strategic Infrastructure

To realize these growth figures, Hai Phong focuses on three main pillars: high-tech industry, seaports-logistics, and tourism-trade. By 2030, the city strives to achieve:

  • Cargo throughput via ports: 380 million tons.
  • Export turnover: 75 billion USD or more.
  • Tourist attraction: 25 million visitors.

Regarding infrastructure, Hai Phong will accelerate the completion of berths No. 7 to No. 12 at the Lach Huyen International Gateway Port, initiate the Nam Do Son Seaport project, and expand Cat Bi International Airport. Simultaneously, the city will coordinate the implementation of key transportation projects, such as the Ninh Binh – Hai Phong expressway and the Lao Cai – Hanoi – Hai Phong high-speed railway.

Social Welfare and Green Transition

Plan 52 also emphasizes the harmonious development of the economy and society. The city aims to complete approximately 32,900 social housing units during this period. Additionally, Hai Phong is pioneering a green transition, setting a goal for 100% of urban and rural domestic waste to be treated according to standards, with at least one solid waste treatment plant utilizing advanced and modern technology.

Expanding International Status

In the field of foreign affairs, Hai Phong is determined to become a "Global Connection City". The city sets a target of signing at least 05 new international agreements each year and maintaining the attraction of foreign non-governmental aid at 4–5 million USD per year. Foreign affairs activities will focus on promoting economic diplomacy and attracting selective Foreign Direct Investment (FDI), particularly in high-tech and innovation sectors.

With a decisive action plan and specific indicators, Hai Phong is demonstrating strong determination to affirm its position as a leading maritime economic center in the country and the region.
