On the afternoon of December 26, the Department of Science and Technology held a conference to review the maintenance and expansion of the pilot application of TCVN ISO 18091:2020 Standard at the local government of Hai Phong city and awarded the Certificate of Quality Management System of the Hai Phong City Party Committee Office in accordance with the requirements of TCVN ISO 9001:2015 Standard.
Attending the conference were Deputy Minister of Science and Technology Le Xuan Dinh; Vice Chairman of the City People's Committee Hoang Minh Cuong. Also attending the conference were representatives of leaders of Departments, branches, sectors and related units.
Hai Phong is the first locality in the country to pilot TCVN ISO 18091:2020 in local government activities. The pilot implementation has also provided input information to help government leaders promptly direct, handle and control the planning and work resolution process of relevant agencies and units. Thereby, bringing practical and effective results to help local governments determine the overall management status of local government activities, propose solutions to improve selected indicators included in the action program in accordance with local conditions.
Up to now, the maintenance and expansion of the pilot application of TCVN ISO 18091:2020 has been implemented in accordance with the contents of the Plan issued by the City People's Committee, in which the maintenance and application activities have been carried out at 12 People's Committees of districts, wards and communes that have applied the pilot since 2023. Hai An District is the unit that has expanded the application of TCVN ISO 18091:2020 to 100% of the People's Committees of wards in the district. The expansion of the pilot application in 2024 at the remaining 09 People's Committees of districts in the city has basically ensured the requirements on implementation methods, quality and work progress...
At the Conference, the City Party Committee Office was awarded the Quality Management System (QMS) Certificate in accordance with TCVN ISO 9001:2015 by the leaders of the Ministry of Science and Technology.
Speaking at the Conference, Deputy Minister of Science and Technology Le Xuan Dinh and Vice Chairman of the City People's Committee Hoang Minh Cuong congratulated the City Party Committee Office on being awarded the Certificate of Quality Management System (QMS) in accordance with TCVN ISO 9001:2015. This is also the first agency in the system of Party agencies of the city to apply the QMS according to TCVN ISO 9001:2015 in its operations. This shows the attention and innovation of the leaders of the City Party Committee Office in "standardizing and scientificizing" work processes. In recent years, the Public Administration Performance Index (PAPI) of Hai Phong city has always been ranked in the group with the highest scores among provinces and centrally-run cities; the indicators related to the city's administrative reform have all made strong breakthroughs, especially the Public Administration Reform Index (PAR Index). To achieve the above achievements, there is a significant contribution from the application and maintenance of the quality management system according to TCVN ISO 9001:2015 in the activities of agencies and organizations in the state administrative system in the city.
This is the second year of piloting the application of TCVN ISO 18091:2020 standard. During the implementation process, there were many advantages in the way of organization and implementation and the work contents were simplified to suit the actual context in each locality. Hai Phong became the first locality in the country to pilot the synchronous application of TCVN ISO 18091:2020 standard at the district level./.
