Industrial and economic zones in Hai Phong City have become growth engines, making important contributions to the city’s economic development.

That was the affirmation made by Mr. Le Tien Chau – Secretary of the Hai Phong Party Committee – during a recent visit to encourage outstanding enterprises in the city's industrial zones.
Continuous Expansion of Production
Hai Phong is currently one of the most attractive destinations for international investors thanks to its great potential and advantages. As of the end of 2024, the city has established 14 industrial zones (IZs) covering over 6,080 hectares, of which more than 4,028 hectares are used for industrial production, attracting numerous secondary investors. The occupancy rate of IZs and economic zones (EZs) in Hai Phong is over 70%. Enterprises operating in these areas have continuously expanded in scale and improved their production efficiency.
A representative of Ecovance Vietnam Co., Ltd. (a subsidiary of SK Group, South Korea) stated that its high-tech biodegradable materials factory project in Dinh Vu Industrial Zone has a total investment of 2,377 billion VND on an area of 3.2 hectares. The main products are biodegradable plastic materials and related components in the bioplastic production process. The project started on November 5, 2024. Construction has reached 90%, electrical/mechanical and fire safety systems are 90% complete, and technical support is 40% complete. The company hopes to continue receiving support from Hai Phong authorities.

Mr. Chen Chi-Liang – General Director of Pegatron Vietnam Co., Ltd. – shared that 2025 will mark five years of the company's development. In 2024, their factory area reached over 275,384 square meters, including five factory buildings and one operations center. In 2025, buildings F6 and F7 and a conference center will be added, increasing the total area to about 384,357 square meters. Future plans include buildings F8 and F9, potentially reaching 515,938 square meters. The company currently employs nearly 6,000 workers, and due to expansion needs, expects the workforce to exceed 10,000 in the near future.
In fact, in 2024, Hai Phong’s GRDP growth reached over 11%, continuing a decade-long streak of double-digit growth. A key contributor to this result has been the enterprises in the city’s IZs and EZs.

Commitment to Supporting Enterprises
Mr. Le Tien Chau stated that IZs and EZs in Hai Phong have become strong growth drivers, significantly contributing to the city’s economic development. Infrastructure has made great strides, and with its strategic location near seaports, Hai Phong has attracted major domestic and international investments. Investors are continuously increasing capital and expanding operations, creating a new, dynamic economic landscape for the city.
For 2025, Hai Phong targets a GRDP growth rate of 12.5%, and aims for 15.6% or higher from 2026 to 2030. This is an ambitious goal that requires unified efforts, especially from businesses in IZs and EZs.
Mr. Le Tien Chau emphasized that Hai Phong values FDI enterprises as a vital part of the local business community. These investors are not only partners and friends but also honorary citizens of the city. The success of FDI enterprises directly supports Hai Phong's goal of rapid industrialization and modernization in line with the Politburo’s directions.
He reaffirmed the city's commitment to standing by businesses, offering practical and effective support to foster continued development. Authorities will resolve challenges and create favorable conditions for enterprise operations, contributing to the city's progress.

The DEEP C Industrial Zone Complex and Other Notable Projects
A representative of the DEEP C Industrial Zone Complex shared that it now includes four IZs in Hai Phong, with total project investment capital at 773 million USD. As of the end of 2024, the complex has attracted 152 projects with a total registered capital of 4.7 billion USD, including 95 FDI projects worth 3.9 billion USD and 57 domestic projects worth 799 million USD. The total tax revenue contributed by DEEP C companies to the city’s budget by the end of 2024 was 1,689 billion VND. DEEP C continues to receive strong support from Hai Phong’s government and seeks backing for its expansion, particularly for developing a new eco-industrial zone in the southern coastal economic zone in line with national and international green standards.
Mr. Pham Hong Diep – Chairman of Shinec JSC – noted that approximately 94 enterprises are active or planning projects in Nam Cau Kien IZ, about 50% of which are FDI companies from China, Taiwan, Hong Kong, Singapore, Japan, South Korea, Italy, the Netherlands, etc. The total registered investment in Nam Cau Kien is nearly 1 billion USD, with 12,600 workers as of December 2024. Shinec is developing the zone under the eco-industrial park model, promoting circular economy practices and environmental sustainability.
