Hai Phong Implements Decree No. 68/2026/ND-CP: Comprehensive Reform of Household Business Tax Management in the Digital Era

To realize digital transformation goals and enhance transparent governance, the Hai Phong City People's Committee has launched a campaign to modernize tax policies. The focus is on implementing Decree No. 68/2026/ND-CP and Circular No. 18/2026/TT-BTC regarding tax management for household and individual businesses. This marks a significant shift toward increasing transparency and promoting non-cash payments.

New Legal Framework: A Lever for Transparency

On March 5, 2026, the Government issued Decree No. 68/2026/ND-CP detailing policies for Value Added Tax (VAT), Personal Income Tax (PIT), and other taxes for household businesses. Subsequently, the Ministry of Finance issued Circular No. 18/2026/TT-BTC to provide specific guidance on dossiers and procedures. These documents aim to innovate tax management methods, moving from manual administration to data-driven governance on digital platforms. The ultimate goal is to improve revenue collection efficiency while facilitating legal compliance for businesses.

Hai Phong’s "7 Pillars" Coordination Mechanism

Through document No. 571/UBND-TC dated March 27, 2026, the City People's Committee assigned specific tasks to various departments to ensure no gaps in management:

  1. Tax Authority (The Conductor): Leading the synchronized implementation and intensifying propaganda so businesses can adopt the new tax management model and transition to the declaration method where eligible.
  2. City Police (Data Security Shield): Responsible for verifying business locations and identities. A breakthrough task involves integrating electronic identification (VNeID) with tax management databases and investigating fraud or revenue concealment in electronic transactions.
  3. Department of Industry and Trade (E-commerce Management): Sharing data on e-commerce transactions and online revenue to help the Tax Authority classify risks and accurately determine taxable revenue.
  4. State Bank (Digital Flow Promotion): Promoting non-cash payments. From March 1, 2026, household business bank accounts must match the name on the Business Registration Certificate to control cash flow and prevent loss of revenue.
  5. Department of Culture, Sports, and Tourism: Organizing visual propaganda at the grassroots level to ensure policies reach every residential group.
  6. Press and Media (Information Bridge): Creating dedicated sections and reports to convey the contents of the Decree and Circulars.
  7. Local People's Committees (Direct Supervision): Collaborating with local tax offices to review business lists, verify operating status, and identify unregistered businesses at the local level.

Innovations in Dossiers and Procedures: Simplified yet Strict

Circular 18/2026/TT-BTC introduced standardized forms for taxpayers:

  • Notification of Business Location (Form 01/TB-DDKD): Businesses must report establishments, changes, or temporary suspensions within 10 working days.
  • Tax Declaration Dossiers: For businesses with annual revenue under 100 million VND, the form is a Notification of Actual Revenue (Form 01/TKN-CNKD). Those paying via the declaration method use the Tax Return (Form 01/CNKD).
  • Electronic Invoices: Decree 68 mandates that businesses with revenue of 1 billion VND or more must use e-invoices with tax authority codes initiated from cash registers. Those with revenue between 500 million and 1 billion VND are also encouraged to use them.

Roadmap and Commitments

The Chairman of the Hai Phong People's Committee requires all units to implement these tasks effectively starting in March 2026. This initiative is a core part of Hai Phong's Digital Government and Digital Economy strategy. The city is committed to creating a fair and transparent business environment where all household businesses can grow sustainably and contribute to the city's prosperity.
