Hai Phong: Implementing the Project to Support Women's Entrepreneurship for the 2026–2035 Period

On April 8, 2026, the People's Committee of Hai Phong City issued Plan No. 113/KH-UBND regarding the implementation of the project "Support for Women's Entrepreneurship for the 2025–2035 Period" within the city. This document was issued to concretize Decision No. 2415/QĐ-TTg of the Prime Minister and the orientations of the Central Committee of the Vietnam Women's Union. Its goal is to awaken the potential, intelligence, and creativity of women in the "Port City" during a new era of development.

Vision and Philosophy: Women as the Center of Innovation

Plan 113 clearly defines the guiding philosophy: taking women as the center, innovation as the driver, and digital transformation—green transformation as the primary methods. The core objective is to promote internal strength and enhance the economic empowerment of women members, thereby contributing positively to the city's sustainable socio-economic development. This aligns with the spirit of Resolution No. 68-NQ/TW of the Politburo regarding private economic development.

The city aims to develop a dynamic startup support ecosystem. In this ecosystem, the Women's Union (WU) at all levels will play a connecting role between the government, businesses, investors, and experts to optimize resources. Notably, the plan gives appropriate priority to vulnerable groups of women, including disabled women and those in difficult circumstances, to ensure they are not left behind in the integration process.

A Two-Phase Roadmap with Challenging Targets

The plan will be implemented over 10 years, divided into two phases with specific and quantitative goals:

Phase 1 (2026–2030): Laying the Foundation and Creating Momentum

  • Awareness: Striving for over 80% of women members to receive communication and raise awareness about entrepreneurship and economic policies.
  • Training: 95% of specialized Union cadres will be equipped with knowledge and skills to support startups. The city expects to enhance business knowledge for 2,500 female business owners and household businesses.
  • Support Scale: Provide legal advice to 20,000 women-owned entities and support 5,000 units in accessing preferential credit and innovation funds.
  • Business Development: Guide 500 household businesses to convert into enterprises and strive for a 30% rate of female directors.

Phase 2 (2031–2035): Completion and Sustainability

  • Increase the rate of women receiving communication to over 90% and ensure 100% of specialized Union cadres receive advanced training.
  • Expand legal support to 25,000 units and credit consulting to 6,000 entities.
  • Guide 1,000 household businesses to convert into enterprises, striving for a 35% rate of female directors.
  • Notably: Successfully connect and build at least one woman-friendly startup ecosystem and establish a professional mentor network.

Six (06) Key Task Groups and Solutions

To realize these goals, Hai Phong City has proposed a synchronized and decisive system of solutions:

  1. Communication to awaken the aspiration for legitimate wealth: The city will promote multi-platform media products and open sections such as "Women's Entrepreneurship" and "Women with the Digital Economy" on radio, television, and electronic news sites. Online competitions to learn about legal policies will be organized annually.
  2. Developing and connecting the startup ecosystem: Hai Phong will build a mentor network consisting of 50 mentors who are experienced entrepreneurs and experts. The city will also promote trade activities, investment promotion, and connect products from female-owned businesses with supermarkets, e-commerce platforms, and large supply chains.
  3. Support for sustainable business, digital transformation, and green transformation: This is a key highlight of Plan 113. Women entrepreneurs will be trained in applying technologies such as AI, IoT, traceability, and digital accounting. Models achieving environmental certifications or high-tech agriculture will receive priority support.
  4. Capacity building for the Women's Union organization: Union cadres at all levels will be trained to improve their capacity for supervision and social criticism of economic policies. The City Women's Union is responsible for establishing an expert advisory group and a periodic reporting mechanism to adjust the plan to reality.
  5. Researching and proposing policy improvements: The city will periodically organize dialogue forums between leaders of the City Party Committee, the City People's Committee, and female entrepreneurs. Research and surveys will serve as the basis for proposing gender-integrated support policies.
  6. Strengthening international cooperation and diversifying resources: Hai Phong will actively seek international green finance sources and encourage cooperation with foreign technology corporations and research institutes. The city also calls for contributions from the community and the overseas Vietnamese business community.

Assignment of Responsibility: Clear People, Clear Work

The People's Committee of the city requires that implementation must ensure efficiency, substance, and suitability to local realities. The responsibilities of Departments and sectors are clearly defined:

  • City Women's Union: Acts as the lead agency and focal point for coordination and guidance.
  • Department of Finance: Presides over the review and advisory for the allocation of the state budget.
  • Department of Science and Technology: Supports access to capital from venture capital funds and pilots digital utility ecosystems.
  • Department of Foreign Affairs: Acts as a bridge with non-governmental organizations and international partners to mobilize technology and capital, and promotes OCOP products to the world market.
  • Credit Institutions (VBSP, Agribank, TYM): Tasked with building preferential credit support programs and financial education for women.

Funding and Execution Mechanism

Funding for the project is allocated from the State budget according to current decentralization, combined with the mobilization of resources from domestic and foreign organizations and individuals. Communes and wards are responsible for balancing local budgets to perform tasks at the grassroots level.

Units must report results annually to the City Women's Union for summary. Plan 113 also stipulates a timely reward mechanism for outstanding collectives and individuals and will organize a 5-year preliminary review (2030) and a 10-year final review (2035) to evaluate the project's impact.

Plan No. 113/KH-UBND is a testament to the determination of Hai Phong's leaders in creating an equal, humane, and modern business environment. This program promises to create a new wave of female entrepreneurs, contributing to making Hai Phong a dynamic and sustainable international city in the future.
