Hai Phong hasn’t yet approved of operation of regular flights

Hai Phong People’s Committee has just issued a dispatch No. 7259/UBND-VX to the Ministry of Transport and the Civil Aviation Administration of Viet Nam on the operation of domestic flights in Hai Phong.

This official dispatch responded to the document No.4221/CHK-VTHK dated October 1, 2021 of the Civil Aviation Authority of Viet Nam on asking for opinions on the operation plan of regular domestic routes during the Covid-19 epidemic period.

Accordingly, Hai Phong People’s Committee proposed that the Civil Aviation Administration of Viet Nam temporarily cease flights to/from Hai Phong city.

In official document No. 4221, the Civil Aviation Administration of Viet Nam proposed to reopen routes to/from localities including: Ho Chi Minh city, Da Nang, Hai Phong, Can Tho, Quang Ninh, Nghe An, Dien Bien, Thua Thien Hue, Quang Binh, Quang Nam, Dak Lak, Gia Lai, Lam Dong, Phu Yen, Binh Dinh, Ba Ria-Vung Tau, Khanh Hoa, Kien Giang, Ca Mau with a total of 385 round-trip flights per day.

According to the guidance that has just been issued by the Ministry of Transport, domestic transport will be re-operated in 4 phases applying for localities that have eased measures for Covid-19 prevention and control.

For phase 1 (maximum 10 days from the applied date of this interim guidance): number of flights per route for each airline that must not exceed 50 % of the average operation frequency of the airline of the first 10 days of April 2021 and have seat spacing on the aircraft.

Phase 2 (maximum 10 days from the end of phase 1): operation frequency on each route for each airline doesn’t exceed 70 % of the airline’s average operation of the first 10 days of April, 2021 (not having to space the seats on the aircraft).

Phase 3 (implemented since the end of phase 2): frequency on each route for each airline doesn’t exceed the average frequency of the first 10 days of April, 2021 (doesn’t have to spacing the seats on the aircraft).

Phase 4 (new normal status): back to normal operation

During the implementation of phase 1 and phase 2, new routes and 1 flight/day route of each airline will be operated with a frequency of 1 flight/day, implementing seat spacing on aircraft in phase 1.

Based on Covid-19 situation in above localities and based on opinion of the People’s Committee of the provinces which have airports, the Civil Aviation Administration of Viet Nam will decide to adjust the operation frequency upon each stage.

Furthermore, flight operation will be implemented following instructions of the National Steering Committee for Covid-19 Prevention and Control or the Ministry of Health, if any.
