Many measures have been applied effectively by Hai Phong Employment Service Center to support workers to receive unemployment insurance benefits (BHTN) amidst COVID-19 epidemic that promoted role of social security to employees.
Number of employees receiving unemployment benefits reduced
According to Hai Phong Employment Service Center, by August 15th 2021, this agency received 12,137 dossiers of unemployment benefits; almost VND 235 billion paid for unemployment benefits. By now, number of unemployment benefits has declined by 17,35% compared to same period of 2020 (in 2020, the number was 14,685 dossiers).
Mr. Tang Tien Son, Director of Hai Phong Employment Service Center (Hai Phong Department of Labor, Invadids and Social Affairs), mentioned that, implementation of the BHTN during this time was on time in supporting and covering partial income of employees who lose jobs, thereby helped them stabilize their life. Besides, those supports have helped unemployed workers soon find new jobs and back to labor market, assisting apprentice to skilled labors, jobs transformation, and more opportunities for new jobs seeking with higher incomes, etc. Particularly in 2021, production and business activities have been suffering severely due to the COVID-19 that led to losing jobs of numerous labors.

Currently, role of the BHTN has been more clearly confirmed. Employees who fully insured by health care insurance and social insurance would get guarantee of their partial income, even when they have had to follow social distancing. Indeed, they would get a support of the BHTN up to 60% of their monthly salary during a minimum of 03 months and they would be granted the BHYT. It may be said that, the BHTN policy has helped labors guarantee partially their life amidst the epidemic, promoting social security.
Information technology application in dossier reception and settlement
In the context of the COVID-19 epidemic, over the past time, Hai Phong Employment Service Center has been deploying many measures to support labors in procedure process to BHTN benefits. In fact, the center has enhanced threading and social distancing during BHTN procedure process support, boosting indirect form of the BHTN settlement, limiting direct contact, in order to warrant the epidemic prevention and control. The center has also accepted unemployment registration dossiers by post; implementation of declaration for jobs searching by phone, zalo, email, etc.; limitation of direct contact and travel cost for unemployed labors during their registration for unemployment benefits.
Besides, the center has enhanced information technology application to support labors in their declaration implementation for jobs search, particularly for those in quarantine or blockade areas.
According to Director of Hai Phong Employment Service Center, ongoing time, the center will continue deploying solutions to support unemployed in searching jobs as well as to facilitate processing the unemployment benefits procedures.
Also, promote role of labor supply and demand connection, the center has been focusing on strengthening collaboration with enterprises at the city’s area to meet demands on jobs through annual survey of labor demand and supply, monthly information collection on labor market; organization of monthly online jobs trading on 5th, 10th, 15th, 20th, 25th and 30th of every month and mobile jobs trading to connect labors and enterprises, etc.
To optimize supporting labors, the center has continuously informed and propagated jobs need of enterprises through audio system at the center, brochure and newsletter delivery, so that workers could catch up with job vacancies. The center has also boosted cooperation with training and apprenticing units to support workers’ apprenticeship within diverse job positions, etc.
