As May arrives and red flamboyant flowers begin to bloom across the Port City, Hai Phong is eagerly preparing for a grand festival season. In a joyful atmosphere celebrating major national and city holidays, Hai Phong is asserting its position as an economic "leader" with a series of events for the groundbreaking and inauguration of numerous large-scale infrastructure projects.

Infrastructure Breakthrough to Welcome a Radiant Festival Season
On April 24, 2026, Le Anh Quan, Permanent Vice Chairman of the Hai Phong City People's Committee, chaired a meeting to hear reports on plans for organizing groundbreaking and inauguration ceremonies for key projects. These are practical activities to celebrate major holidays in April and May, particularly the Liberation Day of Hai Phong (May 13) and the Red Flamboyant Festival - Hai Phong 2026. This event serves as evidence of strong infrastructure development, contributing significantly to the city's goal of promoting sustainable economic growth. Hai Phong has agreed on a plan to simultaneously implement 14 strategic projects and works.
Economic Leverage from 10 Key Groundbreaking Projects
During this period, the city is focusing on breaking ground for 10 major projects, a significant portion of which includes industrial infrastructure and regional transport connections. These are considered critical "links" in the strategy to expand economic space toward the North and surrounding areas.
- Breakthrough Industrial Infrastructure Projects:
- Thuy Nguyen Industrial Park (Phase 1): A key investment project for the construction and business of infrastructure in the Thuy Nguyen area.
- Nam Trang Cat Industrial Park: A project promising to attract high-tech investment capital to the city.
- Kim Thanh 2 Industrial Park (Phase 1) and Binh Giang Industrial Park: Projects aimed at expanding the scale of cooperation and developing inter-regional industrial infrastructure.
- Thuy Nguyen Mechanical and Casting Village Industrial Cluster: Focused on modernizing and sustaining traditional industries.
- Transport and Social Welfare Infrastructure:
- Ninh Binh - Hai Phong Expressway (CT.08): Construction of the Van Uc 2 Bridge, a vital part of the coastal expressway axis connecting northern economic centers.
- Upgrading National Highways: A project linking National Highway 5 with National Highway 10, bypassing Vinh Bao commune and passing through Kien An commune to reduce inner-city traffic pressure.
- Social Housing: A social housing project in Mao Dien commune to ensure welfare for workers.
- Cat Bi Victory Monument: A historical and cultural work at Cat Bi International Airport.
Inauguration of Meaningful Cultural and Social Works
In tandem with groundbreaking activities, the city will inaugurate 04 important completed works. Most notable is the restoration and renovation of the K15 relic complex in Do Son, which is associated with the history of the Ho Chi Minh Trail at Sea. Additionally, welfare and energy infrastructure works will be inaugurated, such as the Hai Duong Social Protection Center (new location), Doan Tung 2 Industrial Cluster infrastructure, and the Tu Minh 110kV Substation.
Political Determination and Synchronous Coordination
To ensure the events are successful, solemn, and safe, Permanent Vice Chairman Le Anh Quan assigned specific tasks to various units. The Department of Construction is the lead agency coordinating with investors on ceremonial plans and press releases. The Hai Phong Economic Zone Authority (HEZA)is responsible for ensuring groundbreaking conditions at the Binh Giang Industrial Park. Safety is a top priority, with the City Police tasked with fire safety appraisals and security, while the City Military Command will perform mine clearance at the venues.
Propaganda efforts will be carried out by Hai Phong Press and Radio/TV through in-depth reports, video interviews, and live television broadcasts across locations to spread the festive atmosphere to all citizens and tourists. The city commits to creating favorable conditions for land clearance and administrative procedures to ensure projects quickly become operational. The partnership of major investors like Vinhomes, Kinh Bac, and Taseco is a testament to the Port City's attractive investment environment.
The simultaneous groundbreaking and inauguration of these large-scale works is not only a gift to the citizens during the Red Flamboyant Festival 2026 but also sends a powerful message of a Hai Phong that is innovating every day.
