In the second quarter of 2024, Hai Phong city has implemented many synchronous measures in administrative procedure control (TTHC), aiming to improve the effectiveness of state management, improve the investment environment, and better meet the needs of people and businesses. The activities of controlling administrative procedures not only help to reduce complicated administrative procedures but also facilitate individuals and organizations when performing their obligations to state agencies. The city has focused on contents such as impact assessment, announcement, review and simplification of administrative procedures, receiving and handling feedback and recommendations, as well as promoting communication and application of information technology in handling administrative procedures.
The work of impact assessment, giving opinions and appraising regulations on administrative procedures has been seriously implemented in accordance with the provisions of the Law on Promulgation of Legal Documents. In particular, with Decision No. 2795/2016/QD-UBND dated November 14, 2016 of the Hai Phong City People's Committee on the Regulations on the development and promulgation of legal documents, the Department of Justice has strictly controlled legal documents related to administrative procedures. In addition, the work of announcing and publicizing administrative procedures has been carried out regularly and fully, meeting the requirements of Circular No. 01/2018/TT-VPCP dated April 23, 2018. During the period from March 15, 2024 to June 14, 2024, the competent agencies of Hai Phong City have urged departments, branches, sectors, district and commune People's Committees to publicize administrative procedures in accordance with regulations. The Chairman of the City People's Committee has signed and issued 24 Decisions to announce the list of administrative procedures in the city's management areas. After being announced, these administrative procedures were made public on the city's Administrative Procedure Database, helping people and businesses easily access information and carry out administrative procedures in a transparent and convenient manner.
One of the highlights in the administrative procedure control work of Hai Phong city in the second quarter of 2024 is the review and simplification of administrative procedures. The city has reviewed and proposed simplification plans for approved administrative procedures according to Plan No. 112/KH-UBND dated April 25, 2024 of the City People's Committee. Departments, branches, sectors, district and commune People's Committees have proactively reviewed and evaluated administrative procedures and developed simplification plans, contributing to reducing cumbersome and complicated procedures. The city has also reviewed internal administrative procedures, and up to now, the rate has reached 25.6% with 11/43 simplified administrative procedures. These results demonstrate Hai Phong's determination to improve the efficiency of administrative operations, reduce costs, time and effort of people and businesses when participating in administrative procedures. In the work of receiving and handling feedback and recommendations on administrative regulations and administrative acts, the city's functional agencies received a total of 127 new feedback and recommendations in the second quarter of 2024. In addition, there were 32 feedback and recommendations from the previous period, a total of 159 feedback and recommendations were processed. The city's functional agencies have proactively provided information to the press on administrative reform contents, while improving the efficiency of receiving and handling feedback from people and businesses. All feedback and recommendations were handled promptly and in accordance with regulations, thereby improving the satisfaction of people and businesses with administrative reform in the city. In particular, through the electronic information system at pakn.dichvucong.gov.vn, people and businesses can easily look up and send feedback and recommendations on administrative procedures and administrative acts, helping to make administrative management more transparent and accessible.
Communication work in controlling administrative procedures and administrative reform of the city is also focused on. The city's press agencies, especially Hai Phong Radio and Newspaper, have actively promoted administrative reform activities, simplification of administrative procedures, as well as the implementation of online public services. Hai Phong Radio maintains the columns "Administrative reform", "For a modern administration" and "Digital transformation" every week, helping people and businesses better understand the administrative procedures and administrative reform policies of the city. The city's Electronic Information Portal system and the websites of agencies and units also regularly post directives, management documents and decisions to announce the list of administrative procedures. This helps people, organizations and businesses easily grasp information and carry out administrative procedures quickly and accurately.
A notable result in the administrative procedure control work in Hai Phong is the implementation of the one-stop, one-stop mechanism in handling administrative procedures according to Decree No. 61/2018/ND-CP dated April 23, 2018 of the Government and Decree No. 107/2021/ND-CP amending and supplementing Decree No. 61/2018/ND-CP. The city's administrative procedure handling information system has been deployed synchronously in 35 departments, branches, districts, and 217 communes, wards, and towns. The city has provided 1,237 online public services, including 1,048 full-process online public services and 189 partial online public services. Connecting the city's administrative procedure handling information system with the National Public Service Portal and specialized information systems of central ministries and branches has helped to handle administrative procedures more quickly and effectively. As of June 14, 2024, the total number of administrative procedure handling records through the system reached 229,431 records, of which 153,993 records were handled online, demonstrating the effectiveness of applying information technology in administrative work.
In general, in the second quarter of 2024, the control of administrative procedures in Hai Phong city has achieved many positive results, creating favorable conditions for people and businesses in handling administrative procedures. The city continues to promote administrative reform, perfect the e-government system, and improve the service quality of cadres, civil servants, and public employees. The results achieved will contribute to promoting the city's socio-economic development, while creating a transparent and effective administrative environment, and best serving the people and businesses.
