To realize the goal of modernizing the transport system, Hai Phong City is actively implementing key tasks under the Project “Training and Development of Vietnam's Railway Human Resources to 2035, with a Vision to 2045”, which was recently approved by the Prime Minister in Decision No. 2230/QĐ-TTg.

The Strategic Necessity of the Project
Implementing this project is an urgent and strategic task for several key reasons:
- Decisive Task: Training and development of human resources is identified by the Ministry of Construction as a key and decisive task for mastering technology and ensuring the sustainable development of Vietnam's railway industry.
- Serving Key Projects: It aims to timely train personnel for the construction, management, operation, and exploitation of critical railway lines, particularly the Lao Cai – Hanoi – Hai Phong line and the North-South high-speed railway
- Technology Mastery: The project focuses on training personnel capable of receiving technology transfers to gradually master advanced railway technology and industry, including enhancing high-quality teaching staff.
- Local Readiness: For Hai Phong, this is essential to prepare human resources for the city’s future urban railway system through practical training centers and cooperation between operators and educational institutions.
- Management Efficiency: Implementation follows the “06 Clears” spirit (clear people, work, authority, responsibility, time, and results) to ensure progress and quality.
Training Roadmap and Scale
Following the direction of Deputy Prime Minister Le Thanh Long, the training must be proactive and quality-assured. The roadmap is divided into specific phases:
- 2025 – 2030 Phase: Training at least 35,000 personnel, focusing on high-quality human resources for high-speed and urban railway projects.
- 2031 – 2035 Phase: Training at least 000 personnel, strengthening the workforce to receive technology transfers and gradually master technology.
International Cooperation: A Key Pillar
International cooperation is vital for Vietnam to quickly access and master advanced technologies. Key activities include:
- Strategic Partners: Expanding cooperation with leading railway nations such as China (Southwest Jiaotong University, Peking University), South Korea (Korail, KOICA), Japan (JTTRI), and France (AFD, SNCFI).
- Practical Activities: Implementing advanced training for Engineers, Masters, and PhDs; organizing overseas internships for hundreds of students; and receiving advanced practical training models and simulation laboratories from foreign partners.
- Master Plans: Vietnam Railways (VNR) has coordinated with Korail (South Korea) to build a Master Plan for High-Speed Railway Human Resource Training.
Decisive Action in Hai Phong
The Hai Phong City People's Committee has assigned specific tasks to departments to ensure resource readiness:
- Department of Construction: Leads and coordinates with the Ministry of Construction to advise on implementation plans and synthesize local railway personnel needs.
- Department of Education and Training: Directs educational and vocational institutions to implement training based on actual synthesized needs.
- Training Institutions: Proactively open new majors in high-speed and urban railways while strengthening international cooperation to standardize training capacity.
- Enterprise Collaboration: VNR participates deeply in "on-demand" training, prioritizing the completion of the personnel plan for the Lao Cai – Hanoi – Hai Phong railway line.
This synchronized coordination not only helps Hai Phong master urban railway operation technology but also contributes to the sustainable development of the national railway industry.
