The focus of this process is the issuance of a Set of Indicators for direction and administration, alongside the establishment of an Inter-disciplinary Data Analysis Team, aiming to transform the Intelligent Operations Center (IOC) into the true “brain” of the port city.

To transition from intuition-based management to evidence-based and data-driven governance, the Hai Phong City People's Committee has issued a Set of Indicators for digital direction and administration. This set is scientifically designed with a total of 86 indicators, divided into four core groups covering every aspect of city life.
- Group A focuses on daily and monthly direction and administration, including 13 sub-groups such as pricing, finance-budget, banking, enterprises, agriculture, and service sectors.
