Hai Phong: Enterprises actively participate in the circular economy race

Many industrial park developers in Haiphong City hope the local government will support building eco-industrial parks in the near future.

Call for City Support

During a recent visit to encourage leading enterprises in industrial parks, some industrial park investors expressed their hope that Haiphong’s leaders will continue endorsing eco-industrial park models.

According to a representative of the DEEP C Industrial Park Complex, over the past 28 years, DEEP C has closely collaborated with Haiphong’s People’s Committee to foster sustainable economic growth. The Haiphong DEEP C complex now comprises four industrial parks, which have attracted roughly USD 5 billion in investment. Another USD 5 billion is expected within the next 5–7 years.

Having successfully partnered with Haiphong’s People’s Committee and the Economic Zone Management Board on the concept design for the southern coastal economic zone, DEEP C wishes to continue contributing to Haiphong’s development. They propose building a “green” industrial park in that coastal economic zone—one that converts waste to energy and uses renewable energy—and ask for the city’s support.

“We propose developing an industrial park that meets the latest domestic and international eco-industrial standards in the southern coastal economic zone of Haiphong to promote sustainable economic growth. DEEP C aims to become Vietnam’s first Net-Zero industrial park. This goal is included in the master plan for the Southern Coastal Economic Zone and aligns with Vietnam’s and Haiphong’s development strategies. Therefore, we propose building an industrial park integrated with a waste-to-energy plant and logistics hub to genuinely pioneer industrial symbiosis,” said Mr. Bruno Jaspaert, CEO of DEEP C Complex.

At Nam Cầu Kiền Industrial Park, the first eco-industrial park developed by a Vietnamese investor, the industrial land is almost fully occupied by about 94 companies—approximately 50% of which are foreign-invested from countries such as China, Taiwan, Hong Kong, Singapore, Japan, Korea, Italy, and the Netherlands. New investors are involved in producing electronic components, auxiliary industries, and clean industries, all of which meet eco-industrial and circular economy criteria. Registered investment totals nearly USD 1 billion.

The park is managed under an eco-industrial circular economy model. Its infrastructure complies with Decree 35/2022/NĐCP. It has established three circular economic chains, and its green spaces, parks, and landscaping provide ecological settings suitable for learning, training, tours, and recreation.

Mr. Phạm Hồng Điệp, Chairman of Shinec Joint Stock Company, stated that Shinec is committed to developing Nam Cầu Kiền Park as Vietnam’s first eco-industrial circular park, fully aligned with the Party Central Committee’s resolution and the Prime Minister’s direction on sustainable economic development. Shinec is also building the park as a digital-managed, green industrial park with industrial symbiosis chains. They ask Haiphong City to support and back the park’s expansion and green initiatives.

City Ready to Support

As one of Vietnam’s major industrial hubs, Haiphong is committed to developing eco-industrial parks and converting traditional parks to eco-models. The city encourages investment in sustainable, eco-parks with internationally compliant environmental infrastructure. Haiphong also promotes renewable energy—wind, solar—and eco-friendly production technology for balanced economic, social, and environmental development.

Currently, two parks in Haiphong—DEEP C Complex and Nam Cầu Kiền—are piloting eco-industrial circular models. These models bring tangible benefits such as resource savings, cost reduction, and protection of public health and the environment.

Haiphong is expanding its industrial zones and economic zones, particularly the Southern Coastal Economic Zone. Recognizing this area as a new economic engine, the city aims to attract high-tech FDI and sustainable capital, laying a foundation for a greener Haiphong.

Addressing the investors’ proposals, Mr. Lê Tiến Châu, Secretary of Haiphong’s Party Committee, praised DEEP C Complex for its contributions. He noted DEEP C is a major investment focal point and urged them to continue attracting more investment and support their green industrial park proposal. The city will provide full support and favorable conditions.

Regarding Nam Cầu Kiền, Mr. Châu applauded Shinec for its leadership in green, ecological, circular development. Such models should be expanded and encouraged. Thus, Haiphong fully supports Shinec’s expansion proposal. The Economic Zone Management Board and related agencies will assist Nam Cầu Kiền. The city also expects the park to rapidly fill its 263 hectares, attract high-tech and eco-friendly investors, and become a model eco-industrial park for Haiphong and the country.
