According to Report No. 129/BC-UBND dated June 2, 2026, from the Hai Phong City People's Committee, the socio-economic situation in May and the first five months of 2026 continued to maintain stable growth with many positive indicators. This is an important period for the city to concentrate resources and take advantage of opportunities from digital transformation and international cooperation to successfully achieve the set goals.

Highlights in the Economic Picture of the First 5 Months During the first five months of 2026, the city's Industrial Production Index (IIP) increased by 14.56% compared to the same period last year. Although the IIP in May alone increased by 13.83% (lower than the planned scenario of 16.7%), key industries such as processing and manufacturing still maintained a good growth rate of 14.54%.
The field of Foreign Direct Investment (FDI) attraction recorded outstanding results. As of May 25, 2026, the entire city attracted 1,975.4 million USD, an increase of 46.7% compared to the same period in 2025 and reaching 50% of the annual plan. Notably, projects outside economic and industrial zones reached breakthrough growth, accounting for a significant proportion of the total attracted capital. Simultaneously, the state budget revenue in the area for five months reached 97,471 billion VND, achieving 50% of the estimate assigned by the Central Government and an increase of 11.9% over the same period.
The service and tourism sectors also witnessed a strong boom thanks to a series of events celebrating major holidays and the Hai Phong Red Flamboyant Flower Festival 2026. In the first five months, Hai Phong welcomed approximately 6.002 million visitors, an increase of 36.7% compared to the same period. Revenue from accommodation, catering, and transport activities also grew steadily, contributing significantly to the overall growth of the service sector. Cargo throughput via ports reached 77.8 million tons, an 11% increase, reflecting bustling import-export and logistics activities.
Promoting Science, Technology, and Digital Transformation Following the successes in foreign affairs and training, especially the recent artificial intelligence (AI) training trip to Guangxi, the city is drastically implementing science and technology tasks. The City People's Committee has approved the proposal to organize a scientific seminar on economic development based on science, technology, and innovation. Concurrently, the city is focusing on accelerating the progress of 5G coverage, operating a shared data warehouse, and applying AI Virtual Assistants to help civil servants improve the efficiency of public service performance. These steps aim to concretize the strategy of making Hai Phong a technological and smart economic center of the region.
Ensuring Social Security and Political Stability Beside economic development, education, healthcare, and social security work are always closely monitored. To date, the percentage of schools meeting national standards is estimated at 78.34%. Job creation efforts have been actively implemented with 50 job transaction sessions in five months, meeting the recruitment needs of major enterprises in the area. The political security situation, social order, safety, and sea and island sovereignty have been maintained, creating a stable environment for citizens and businesses.
Key Tasks for June and the Final Months of 2026 To achieve the annual GRDP growth target of 13%, Hai Phong City has set out drastic key tasks for the upcoming period:
- Promoting the growth scenario: Striving for a Q2 GRDP growth rate of 13.25%. This involves focusing on removing difficulties for industrial enterprises and ensuring the industry and construction sectors increase by 16.16%.
- Accelerating the disbursement of public investment capital: Focusing on resolving obstacles in site clearance and speeding up the progress of key projects such as Ring Road 2, berths 7 and 8 at Lach Huyen, and the infrastructure of new industrial zones and clusters.
- Completing social infrastructure: Determined to fulfill the goal of building 469 social housing units in Q2 and reaching 988 units in the first six months to ensure housing for workers.
- Strengthening budget revenue management: Urging correct and full collection, especially from land use and domestic sources, striving for domestic revenue in Q2 to exceed 21,662 billion VND.
- Enhancing foreign affairs efficiency: Continuing to monitor and implement international cooperation agreements, especially with strategic partners like China, Japan, and South Korea. Preparing well for the 2027 Spring Meeting Program with counterparts in Guangxi.
