Action Mandate from the Government and the City's Response
On April 30, 2026, the Prime Minister issued Official Dispatch No. 464/TTg-CĐS regarding the implementation of Resolutions on cutting and simplifying administrative procedures and business conditions. This is a crucial step to concretize the Conclusions of the Party Central Committee on the socio-economic development plan for the 2026–2030 period. The Prime Minister recognized and highly appreciated ministries and sectors for proactively reviewing and proposing cuts to ensure timeliness and progress as directed.
In response to this mandate, the Hai Phong City People's Committee promptly issued instruction requesting departments, sectors, and branches to base their actions on Government Resolutions and guiding documents from line ministries to provide timely advice, direction, and implementation within their authority.
Ensuring Continuity in Decentralization and Procedure Execution
One of the strictest requirements from city leadership is the reception and execution of decentralized administrative procedures. Departments and sectors are responsible for guiding the People's Committees of communes, wards, special zones, and relevant agencies during the transfer process. The Prime Minister also emphasized that localities must urgently take over new tasks, absolutely ensuring no interruptions occur during the processing of dossiers for citizens and businesses.
To ensure this goal, the city requires units to complete documents for amending and supplementing authority before May 20, 2026. In cases where problems arise beyond their authority, agencies must promptly synthesize and report to the line ministry and the City People's Committee through the Public Administration Service Center for support and definitive handling.
Maintaining the Leading Position on the 766 Index
Drastic direction has yielded specific quantitative results. According to data extracted from the National Public Service Portal on May 5, 2026, Hai Phong City achieved 96.93 points, ranking 3rd out of 34 provinces and cities on the Index for Serving People and Businesses (Index 766).
In the city's internal rankings, the Department of Foreign Affairs is the leading unit among departments and sectors with 96 points. Localities also recorded impressive achievements with close competition: Hai Hung Commune led with 97.95 points, followed closely by the Cat Hai Special Zone with 97.93 points.

The Center is responsible for synthesizing reports and advising city leaders to promptly direct the removal of difficulties and obstacles arising during the process of cutting procedures and implementing decentralization.
