Digital transformation is not only a catalyst for the digital economy but also a key pillar in implementing the green economic development strategy of Hai Phong City.
Among the Top 10 in Provincial Digital Transformation Index Rankings
The Ministry of Information and Communications has recently announced the national digital transformation evaluation and ranking for 2023. Hai Phong City has climbed to 8th place nationwide in the Provincial Digital Transformation Index (DTI).
Specifically, in terms of digital government, the city ranks 28th (score: 0.7684), maintaining the same position as in 2022. For the digital economy, it ranks 9th (score: 0.7793), up three places from 2022. In digital society, Hai Phong now ranks 10th (score: 0.7383), jumping 11 positions compared to 2022. Previously, in 2022, Hai Phong was ranked 14th nationally in the provincial DTI index.
The National Digital Transformation Index (DTI) was first introduced under Decision No. 922/QD-BTTTT dated May 20, 2022, by the Ministry of Information and Communications. The DTI is a crucial tool for monitoring and evaluating the digital transformation outcomes of ministries, sectors, and localities, thereby offering solutions to effectively carry out the national digital transformation process and replicate successful models and practices.
After nearly three years of implementation, the Ministry of Information and Communications has updated the DTI to align with global trends and Vietnam’s practical conditions. The index is categorized into three levels: provincial, ministerial, and national. At the provincial level, the DTI is structured around three pillars: digital government, digital economy, and digital society. It includes key indicators such as digital awareness, digital institutions, digital infrastructure, digital human resources, cybersecurity, digital government operations, digital economy activities, and digital society engagement — offering a comprehensive assessment of digital transformation progress.
Digital Transformation Enhances Business Efficiency
According to Hai Phong’s Department of Information and Communications, the city’s current ranking reflects its strong determination and efforts in implementing the national digital transformation program, contributing to the socioeconomic development of both the city and the country during this pivotal period of national advancement.
Accelerating the Development of the Digital and Green Economy
The DTI ranking results clearly show that the digital transformation process is progressing rapidly in Hai Phong City.
In recent years, Hai Phong has consistently recognized digital transformation not only as a driver of the digital economy but also as a crucial element for implementing its green economic development strategy. Amid rising concerns about environmental issues and climate change, green digital transformation plays a critical role in advancing key sectors such as industry, seaport logistics, tourism, and healthcare.
In 2024 alone, Hai Phong has committed to carrying out 81 specific digital transformation tasks, with an estimated budget of approximately VND 400 billion. Notably, the city has recently launched its Digital Government Project and officially put into operation a shared data integration platform, which is expected to spur the development of the digital economy and digital society in Hai Phong.
Building a Unified Data Infrastructure
During the launch event, Vice Chairman of Hai Phong People's Committee, Mr. Hoang Minh Cuong, stated: “Hai Phong has identified digital transformation as a ‘driving force’ for the city’s development. It is both an urgent and long-term task that must be pursued decisively, persistently, and continuously — with steady, proactive, and focused steps. We must build on existing achievements in technology, digital applications, and data while also innovating and creating.”
“Over the past two years of implementing Resolution 03, we have focused on digitization and data development. Departments have consistently digitized and built plans for collecting sector-specific data. What we need now is a system to connect this data — a unified city-wide data warehouse for all departments, and eventually businesses and citizens, to use. This way, existing data can be reused, eliminating the need for repetitive data entry.”
Future Vision and Goals
Digital transformation and digital economic development are identified as key drivers of economic growth. Therefore, Hai Phong will continue to roll out comprehensive plans and solutions to accelerate meaningful, sustainable digital transformation. Resources will be prioritized to meet the important targets set by Resolution 57-NQ-TW on breakthroughs in science, technology, innovation, and national digital transformation, as well as national programs and strategies for developing Digital Government, Digital Economy, and Digital Society.
Looking ahead to 2025, Hai Phong plans to introduce breakthrough mechanisms to attract digital technology enterprises to invest in industrial zones and economic zones, further promoting digital and green transformation in manufacturing and boosting the digital economy. The city aims for the digital economy to account for 40% of its GRDP by 2030.
