This is considered a strategic "lever" that not only unties bottlenecks in infrastructure and resources but also creates a transparent legal corridor for Hai Phong to reach international levels, especially in spearhead fields such as marine science and high technology.

The “06 Clear” Principle in Policy Implementation
The Plan was developed with the objective of specifically, fully, and comprehensively defining the tasks and responsibilities of each agency and unit. A prominent point in this implementation method is the “06 Clear: clear people, clear tasks, clear authority, clear responsibility, clear time, clear results” perspective. The application of this principle aims to ensure that all contents of the Resolution are implemented in a timely, unified, and effective manner, avoiding overlaps or waste of public resources. The city identifies raising awareness and creating unity in action among departments, branches, and local authorities as a prerequisite for the new points and the spirit of the Resolution to quickly come to life.
Roadmap for Reviewing and Finalizing the Legal Framework
To create a basis for the next steps, the Department of Education and Training has been assigned to lead and coordinate with relevant parties to organize conferences for grasping, communicating, and disseminating the contents of the Resolution right in 2026. The core task in the initial phase is building detailed regulatory documents and reviewing the current system of legal normative documents. According to the roadmap, no later than June 20, 2026, the city will complete the review of documents to amend, supplement, replace, or abolish them to ensure full compatibility with the specific spirit of the Resolution. The review results and a list of new documents will be sent to the Ministry of Education and Training for monitoring and coordinated implementation. This ensures that Hai Phong's "outstanding" policies remain in the smooth operation of the national legal system.
Simplifying Procedures – Prioritizing Resources for Infrastructure
One of the most breakthrough contents in the plan is the coordination between specialized departments to solve the land fund problem for education. The Department of Agriculture and Environment is assigned the task of coordinating with the Department of Education and Training to implement new regulations on shortened sequences and procedures for land use purpose conversion, land allocation, and land leasing. Regarding financial resources, the city stipulates that implementation funding will be allocated from the annual state budget and other legal funding sources. The Department of Finance plays an advisory role to the City People's Committee to arrange funding suitable for the balancing capacity of the local budget, ensuring the feasibility of key educational projects. Alongside implementation, inspection, promotion, and the reception of feedback and petitions will be conducted regularly. The Department of Justice is responsible for reporting annually on the status of the Resolution's implementation to promptly resolve difficulties and obstacles arising from practice. The city also set a 5-year periodic milestone to conduct preliminary and final reviews to evaluate the actual effectiveness that these specific policies bring.

This Plan does not stop at administrative regulations but also aims to create an international-standard educational ecosystem. Professional training and development activities regarding the new contents of the Resolution will be implemented throughout 2026 and subsequent years.
