This is considered a strategic step to realize Notice No. 246/TB-VPCP of the Government Office, aiming to make Hai Phong a bright spot in digitalization and administrative modernization.

Overview of National Digital Transformation in 2026
According to Notice No. 246/TB-VPCP, national leadership and management of Sci-Tech, innovation, and digital transformation have made significant progress. The Government has approved 10 strategic technology groups and 30 strategic technology products, creating a foundation for technological autonomy. Notably, Vietnam's digital infrastructure has achieved impressive figures: 5G coverage reaches 91.9% of the population, fixed internet speeds rank 11th globally, and the National Data Center system has a total capacity of over 372 megawatts, a fourfold increase compared to 2021.
Project 06 continues to play a leading role, reaching the milestone of 70.2 million electronic identification (VNeID) accounts. The VNeID application currently provides 50 essential utilities for citizens and businesses. Remarkably, the "Digital Mass Education" platform has attracted over 1.6 million learners, contributing to enhancing digital skills for the community. However, the Government Steering Committee also frankly pointed out bottlenecks such as slow data connection and sharing, some databases not yet ensuring the "accurate, sufficient, clean, and live" principle, and a shortage of high-quality human resources in emerging fields like AI and semiconductors.
Hai Phong: Department of Science and Technology as the "Focal Point" for Digital Transformation
In Hai Phong, the Chairman of the City People's Committee has provided close guidance on implementing key objectives for the second quarter of 2026. A highlight of Document No. 977/UBND-NC is the assignment of the Department of Science and Technology (DOST) as the unified focal point for digital transformation in the city. DOST is responsible for presiding over the management of digital infrastructure and platforms, as well as coordinating data connection and sharing among units.
Simultaneously, the City Police are assigned to lead the monitoring and urging of Project 06 implementation. Functional agencies must urgently migrate the city's IT technical infrastructure and databases to the National Data Center according to the registered roadmap. Hai Phong aims to eliminate fragmented investment, duplication, and software overload at the local level by reviewing the overall data architecture and shared digital platforms.
Developing Key Sci-Tech Products and the "Digital Mass Education" Movement
Instead of registering based on trends or being spread too thin, the City People's Committee requires units to advise on selecting key Sci-Tech and innovation products with high added value and scalability based on their potential and strengths. Specifically: In 2026: Each unit must register at least 01 product quantifiable by value; From 2027: Annually register and implement 02 to 03 products. These products must clearly define goals, resources, presiding units, and demonstrate specific scalability in practice.
At the local level, Commune-level People's Committees are requested to continue consolidating and promoting the effectiveness of Community Digital Technology Teams. These teams play a pivotal role in supporting citizens to use online public services, VNeID, digital payments, and participating in the "Digital Mass Education" movement. The goal is to bring essential digital platforms closer to the daily lives of every Hai Phong citizen.
Administrative Reform: Preventing Legal Gaps
In the field of administrative reform, the city requires departments and sectors to improve the quality of full-process online public services and implement thorough digital signatures. Data standardization and cleaning must be performed regularly to ensure the principle of data being "accurate, sufficient, clean, live, unified, and shared". The city is determined to design systems that minimize manual data entry, prioritizing data reuse so that citizens only have to provide information once.
Additionally, the Department of Home Affairs will coordinate with the Department of Justice to review the 2025 SIPAS and PAR Index to analyze strengths and weaknesses and clearly define the responsibilities of each individual and organization. The Chairman of the City People's Committee emphasized strict adherence to discipline in drafting legal documents, thoroughly resolving bottlenecks, and absolutely preventing legal gaps during task implementation.
Roadmap and Commitment to Completion
To ensure progress, units must review all overdue tasks, clearly identifying causes and responsibilities for reporting by May 27, 2026. The City Steering Committee's working groups will increase inspections and work directly with localities to resolve difficulties and overdue tasks.
