On March 23, 2026, on behalf of the Hai Phong City People's Committee, Vice Chairman Vu Tien Phung signed and issued Plan No. 93/KH-UBND regarding the implementation of the Law on Extradition within the city. This serves as a necessary preparation to ensure unity, timeliness, and efficiency when the Law on Extradition—passed by the 15th National Assembly and effective from July 1, 2026—officially comes into force.

Strategic Objectives: Unity and Substance
The issuance of Plan No. 93 aims to define specific tasks, deadlines, and responsibilities for each department, sector, and level of the People's Committee in executing the Law on Extradition. The city aims to raise awareness and responsibility among law enforcement agencies and the public, while establishing a close coordination mechanism between units to meet practical needs in the fight against crimes involving foreign elements. City leaders demand that implementation be conducted seriously, strictly adhering to legal regulations while avoiding wasteful or superficial actions.
Focus on Review and Institutional Building
The most urgent task is the review and systematization of legal documents related to extradition. The City Police are tasked with the leading role, coordinating with the People's Court, the People's Procuracy, and relevant departments to list documents requiring amendment, supplementation, or abolition to align with the new Law. The results of this review must be compiled for reporting before April 15, 2026. Additionally, Hai Phong will actively contribute ideas to and implement Decrees and Joint Circulars that provide detailed guidance on implementation costs, funding for extradition, mutual legal assistance in criminal matters, and appellate or cassation procedures for extradition decisions.
Promoting Legal Dissemination and Education
To ensure the Law on Extradition truly integrates into life, the city identifies legal dissemination and education as a central task for 2026 and subsequent years. These efforts focus on:
- Disseminating laws through mass media and social media platforms.
- Compiling materials for specialized officials and the general public.
- Organizing intensive training sessions for officers directly involved in investigations, criminal judgment execution management, international cooperation, and legal education.
The City Police will lead these intensive training sessions, while agencies like the Department of Justice, the Department of Foreign Affairs, and the City Military Command will be responsible for internalizing the Law's content within their units. Local media outlets will play a core role in spreading information through modern communication channels.
Resolute Enforcement and Digital Application
Starting from July 1, 2026, the city will officially organize the review and verification of criminals fleeing from Vietnam abroad and vice versa to establish extradition requests according to regulations. The City Police will lead the execution of decisions to receive or transfer extradited individuals in close coordination with judicial agencies.
Notably, Hai Phong will focus on applying science, technology, and digital transformation to extradition work. The city will research the deployment of equipment investment solutions and upgrade electronic storage and document processing systems to optimize the transfer of extradition dossiers, aligning with the modernization trends of the judicial sector.
Supervision Mechanisms and Resources
To ensure the plan is effectively executed beyond paper, the City Police are assigned to monitor, urge, and report implementation results periodically. The Vietnam Fatherland Front of the city is also requested to increase supervision to protect the legal rights of citizens and coordinate in mobilizing public compliance.
Regarding funding, the state budget will ensure allocation according to current management decentralization. Units are responsible for proactively arranging annual budgets and mobilizing other legal resources for effective implementation. With methodical preparation and a clear roadmap, Hai Phong is demonstrating strong determination in enforcing the Law on Extradition, contributing to maintaining security and order and enhancing international cooperation in the fight against crime.
