In an effort to realize the vision of a green, civilized, and modern port city, the Hai Phong City People's Committee (UBND) has issued Plan No. 135/KH-UBND dated April 16, 2026, regarding the development of National Highway 5 and National Highway 10 passing through the area into safe traffic routes. This is considered an important and decisive step aimed at establishing order and discipline, reducing traffic accidents, and creating momentum for sustainable socio-economic development for the city.

Traffic "Arteries" Facing Enormous Pressure
National Highway 5 and National Highway 10 have long been identified as two "backbone" transport axes connecting Hai Phong with the Northern Key Economic Zone and the Northern coastal region. However, the current situation on these two routes is revealing serious inadequacies. According to statistics, the section of National Highway 5 passing through Hai Phong is more than 79km long and is currently bearing an actual volume of more than 90,000 vehicles per day and night, which is 6 times higher than the original design. Similarly, National Highway 10, with a length of nearly 52km, is also overloaded by 2.3 times its design capacity.
The pressure of overload, combined with infrastructure weaknesses such as encroachment on safety corridors, non-synchronized drainage and lighting systems, and low legal awareness among a segment of the population, has made traffic accident developments here very complex. In 2025 alone, traffic accidents on these two routes accounted for 18.1% of cases and 17.2% of deaths across the entire city.
Breakthrough Goals and the "6 Clears" Action Motto
Faced with this situation, the city has set a core goal to reduce traffic accidents by at least 10% annually across all three criteria (number of cases, deaths, and injuries) and to minimize congestion. Hai Phong is determined to build these two routes into symbols of being “Bright, Green, Clean, and Beautiful” and safe.
To achieve these goals, the City People's Committee requires that leadership and direction be implemented synchronously and persistently following the "6 Clears" motto: "Clear people - Clear tasks - Clear time - Clear authority - Clear responsibility - Clear results". The city identifies the people as the "center, subject, motivation, and resource," placing the safety of people's lives and health above all else.
Comprehensive and Breakthrough Solution System
Plan 135/KH-UBND sets out a continuous roadmap with powerful groups of solutions:
- Infrastructure Breakthroughs and Prioritizing Investment Resources: The city will focus on accelerating the progress of key transport infrastructure projects to reduce the load on the two national highways. One of the strategic projects is the construction of the East-West Connection Axis of Hai Phong city to share the pressure on National Highway 5. At the same time, authorities will review and definitively handle "black spots" and potential accident locations, eliminate illegal self-opened crossings over railways, and build more pedestrian overpasses and grade-separated intersections.
- High-Tech Application and Digital Transformation: Hai Phong identifies digital transformation as the key to modernizing traffic governance. The city will invest in the early completion of the Data Center for traffic management, monitoring, and violation processing. Smart camera systems integrated with Artificial Intelligence (AI) will be installed to cover the routes to automatically detect violations and provide maximum support for "cold fines". The goal is that by 2028, at least 50% of the total violations on these two national highways will be processed via image-based fines.
- Innovative Propaganda – "Every Citizen is a Soldier": Instead of one-way propaganda, the city will move toward using behavioral change as a criterion for evaluating results. A public movement for ensuring traffic order and safety will be strongly launched, encouraging citizens to send images and videos of violations to the authorities. The education sector is also tasked with building safe school gate models and making traffic education a mandatory subject.
- Strict Discipline and Decisive Handling of Violations: Police forces will increase patrols and conduct closed-area control, focusing on handling violations that are direct causes of traffic accidents, such as alcohol, drugs, overloading, and speeding. The city affirms it will resolutely handle negative behaviors in state management of traffic and hold leaders accountable if complex situations persist due to a lack of decisiveness.
Large-scale Implementation Conference on April 22, 2026
To create high unity in awareness and action, the City People's Committee will organize a Conference to implement the Plan on April 22, 2026. The conference will be held in a hybrid format (in-person and online) from the city's central hub to communes and wards.
More than 100 delegates are expected to attend the main bridge point, including leaders of Central Ministries and agencies (Traffic Police Department, Vietnam Roads Administration...), leaders of the City Party Committee, the City People's Committee, and representatives of departments, boards, and sectors. At the conference, units such as the Vietnam Roads Administration, VIDIFI Corporation, TASCO Company, and local authorities will present specialized reports on coordinated management solutions, eliminating illegal crossings, and clearing safety corridor violations.
Notably, the conference will screen a documentary on the safe road model on National Highway 5 in Hai Duong province so that units can learn from their experience and apply it creatively in Hai Phong. This is part of a coordination plan between Hung Yen, Quảng Ninh, and Hai Phong to ensure synchronization across the entire route.
Building National Highway 5 and National Highway 10 into safe roads is not only an urgent task to protect lives but also a commitment by Hai Phong to enhance its competitiveness and international image. With the synchronized involvement of the entire political system—from departments like the Police, Construction, and Foreign Affairs to every commune and ward—and the support of the people, these two routes will surely shed their old appearance to become safe and modern traffic corridors, contributing to Hai Phong's strong growth in the new era.
