The People's Committee of Hai Phong City has just issued a strong directive, requiring sectors to urgently complete investment procedures for 20 key projects, prioritizing implementation in the 2026-2030 period.
Of these, the transportation sector dominates with 12 projects, along with 8 projects focusing on urban beautification, climate change response and cultural development. This move demonstrates Hai Phong City’s strong determination to upgrade infrastructure, creating momentum for socio-economic breakthroughs in the coming years.
Prioritize arterial connectivity projects
Of the 12 prioritized transport projects, four are expected to be implemented under the public-private partnership (PPP) model, including: the route connecting National Highway 5 with National Highway 10, the Thuy Nguyen urban axis road, the Ring Road 2 section from National Highway 10 to the foot of the Cam River overpass, and the road along An Kim Hai canal. These projects not only help reduce traffic pressure on existing routes but also open up new development spaces for neighboring areas.
The road connecting National Highway 5 with National Highway 10 will be implemented under the PPP form.
For 8 transport projects using public investment capital, departments, branches and sectors have been assigned specific tasks to prepare for investment. The Department of Construction is responsible for 3 important projects, including: the road connecting National Highway 5 with National Highway 10, the road from Rao 3 Bridge to the coastal road and Lach Tray - Ho Dong road. The Management Board of Investment and Construction Projects for Transport and Agricultural Works is assigned 4 projects, of which the most prominent is the project to complete Ring Road 3 with 5 component projects, along with the projects to harden An Kim Hai canal, the road connecting Provincial Road 354 to Ninh Binh - Hai Phong Expressway and the expansion of An Da road.
The Management Board of Investment and Construction of Civil Works and Infrastructure will prepare to invest in the project to complete the Ring Road 2. This project includes 2 component projects: the project from Nguyen Truong To Street to National Highway 5 and the project from National Highway 5 to the Cam River overpass.
Hai Phong's strong investment priority in transportation projects, especially key connecting routes, shows a clear strategic vision in clearing infrastructure bottlenecks.
The above moves show that Hai Phong is determined to complete important pieces of the modern transport infrastructure picture. Synchronous investment in both external and internal routes will create a smooth transport network, contributing to improving competitiveness and attracting investment into the city. In particular, the completion of Ring Road 2 with two component projects will close another important traffic circle, creating favorable conditions for urban movement and development.
In addition to transport infrastructure, Hai Phong also pays special attention to upgrading the urban appearance and enhancing the ability to respond to climate change. 8 projects in this field have been put on the priority list, including 1 project using non-budgetary capital, which is the Southern Park of Cam River. The remaining 7 projects use budget capital, including: building a statue of President Ho Chi Minh, upgrading the Do Son sea dyke, renovating the Ha Ly canal, building Duong Kinh stadium, resettlement areas in Thuy Nguyen, digitizing land data and providing clean water to Cat Ba island.
Innovative solutions to attract investment
A notable point in Hai Phong’s infrastructure development plan this time is the planned use of about 963 hectares of land to return to investors participating in 7 PPP and BT (build-transfer) projects. To date, 5 investors have expressed interest and proposed investment plans for transport projects in this form.
With the simultaneous implementation of 20 key projects in the 2026-2030 period, Hai Phong expects to create a strong breakthrough in the development of transport and urban infrastructure.
Accordingly, the project to complete the route connecting National Highway 5 with National Highway 10 (the section from Hanoi - Hai Phong Expressway to Khue Bridge, including the expressway overpass) has been researched and invested in by Masterise Lunmiere Office High-rise Building Services Joint Stock Company.
The investment project to build an urban axis road (provincial road 359C from the intersection of provincial road 359 - Mang Nuoc to the intersection of national highway 10 in Tran Hung Dao ward, Thuy Nguyen city) was proposed for investment by Van Phu Invest Joint Stock Company.
The investment project to build the Ring Road 2 (section from National Highway 10 to the foot of the Cam River overpass in Thuy Nguyen City) and the investment project to build the road along An Kim Hai canal (section from the Nguyen Van Linh - Ton Duc Thang intersection to Den bridge, An Duong district) were proposed for investment by Hoang Huy Financial Services Investment Joint Stock Company.
The investment project to build a park south of Cam River (from Nguyen Trai Bridge to the downstream of Cam River) was proposed for investment by Vingroup Corporation - JSC.
The land areas expected to be used to repay investors include land funds in the area of the old Quan Toan steel factories (45ha), Tran Duong industrial park, Hoa Binh ward in Thuy Nguyen city (20ha), An Dong ward (An Duong), the area adjacent to Ring Road 2 (Thuy Nguyen), the downstream area of May Chai bridge and the Nam Song Lach urban area.
