Hai Phong determined to break through in the technology era: Implementing the seconductor industry development strategy to 2030

In the context of the digital economy becoming the world's primary growth driver, Hai Phong City has officially entered the high-tech race by synchronously implementing semiconductor industry development tasks. On April 16, 2026, the City People's Committee issued Document No. 718/UBND-VX, directing departments, sectors, and relevant units to focus on implementing the Vietnam Semiconductor Industry Development Strategy to 2030, with a vision to 2050. This is a strategic step to concretize the city's 2026 action motto: “Drastic implementation - Synchronous coordination - Key focus - Real results”.

National Vision and the "C = SET + 1" Success Formula

Developing the semiconductor industry is not only an economic goal but also a key factor in ensuring national security and Vietnam's position on the world map. According to Decision No. 1018/QĐ-TTg of the Prime Minister, Vietnam aims to become one of the global human resource centers for the semiconductor industry, moving towards building a complete semiconductor ecosystem. The development formula is clearly defined as C = SET + 1, where C stands for Chip, S for Specialized chips, E for Electronics industry, T for Talent, and "+1" affirms Vietnam as a safe new destination for the global supply chain.

Hai Phong, with its advantage as a major trading gateway and industrial center, is expected to contribute significantly to the national goal of achieving semiconductor industry revenue. The city has determined a roadmap moving from human resources to research, design, packaging, and testing to gradually participate deeply in the value chain.

Human Resource Development: The Core Pillar of the Semiconductor Ecosystem

Recognizing that human resources are the deciding factor, Hai Phong places top priority on training and attracting talent. The Department of Education and Training is assigned to lead the implementation of STEM education with a semiconductor orientation in high schools, integrating contents on materials science and microchips early on. Career guidance will also be promoted, linking the actual needs of businesses with experiential activities in industrial zones.

At the university level, Hai Phong University and Vietnam Maritime University play a core role in perfecting semiconductor microchip training programs, focusing on training “practice engineers”and high-level personnel such as Masters and PhDs. The “State - School - Enterprise” link model will be strongly implemented through order-based training and the signing of commitments to provide labor directly to corporations. Simultaneously, the city will research investing in modern semiconductor laboratories to serve on-site research and training activities.

To attract experts, the Department of Home Affairs will implement talent recruitment policies according to Resolution No. 53/2025/NQ-HĐND, creating conditions to receive high-level experts into suitable positions at various units. Intensive training for the contingent of cadres and civil servants on semiconductor technology will also be conducted both domestically and abroad.

Building Modern Infrastructure and an Innovation Ecosystem

Hai Phong aims to make innovation the nucleus of the local semiconductor ecosystem. The Department of Science and Technology is responsible for coordinating and connecting to attract the world's leading technology corporations to establish R&D (Research and Development) centers in the city. Simultaneously, the development of data centers and supercomputer systems will be prioritized to serve new digital technologies such as Artificial Intelligence (AI) and cloud computing.

Regarding production infrastructure, the Department of Industry and Trade is researching energy assurance policies, prioritizing clean and renewable energy for semiconductor factories. The Department of Construction is coordinating to ensure water supply and drainage infrastructure and applying specialized water price support mechanisms for these high-tech projects.

Attracting Investment and International Cooperation

To affirm its position as an "attractive destination," Hai Phong will deploy distinct support mechanisms through the Economic Zone Management Board. The city will promote selective investment attraction, focusing on large corporations capable of leading the value chain and promoting linkages with domestic enterprises.

Economic Diplomacy plays an important role in enlisting international resources. The Department of Foreign Affairs will strengthen connections with international research organizations, introduce overseas scholarships and training courses, and strongly promote Hai Phong's image as a high-tech center on the international stage.

2026 Goals and Implementation Commitments

2026 is a pivotal year, with Hai Phong following the specific goals of the National Steering Committee. Nationally, the aim is to attract at least one more large FDI enterprise to invest in the semiconductor industry and achieve a human resource scale of over 15,000 engineers and graduatesin this year.

The Chairman of the City People's Committee requires departments and sectors to seriously perform their tasks, reporting results and difficulties every six months to the Department of Science and Technology for synthesis. Linking the responsibility of the head with the progress and quality of implementing semiconductor development tasks is mandatory to create real results for the city.

With thorough preparation in institutions, infrastructure, and human resources, Hai Phong is showing high determination to become an important link in the global semiconductor supply chain, contributing to bringing Vietnam closer to the goal of becoming a developed technological nation by 2050.
