Hai Phong: Determined to break growth targets and tighten discipline in June 2026

May 2026 concluded with significant socio-economic and cultural milestones for the Port City. Entering June—the final month of the second quarter and the "finish line" for the first half of the year—Hai Phong is concentrating all resources on realizing breakthrough growth targets coupled with discipline and integrity within the administrative apparatus.

May: Stable Growth Momentum and Brilliant Milestones

During May 2026, the city's socio-economic situation continued to maintain positive development, with 6 out of 8 major indicators meeting or exceeding the growth scenario. Cumulative state budget revenue for the first five months is estimated at 97,471 billion VND, reaching 50% of the central estimate and exceeding the growth scenario by 18.8%. Notably, foreign direct investment (FDI) attraction in May reached approximately $692.55 million, far exceeding the expected $320 million. For the first five months, total FDI reached nearly $2 billion, fulfilling 50% of the annual plan.

Public investment activities also recorded outstanding results; by the end of May, Hai Phong had disbursed 33.8% of its capital plan, ranking second nationwide. The Index of Industrial Production (IIP) for May is estimated to have increased by 13.83% year-on-year, driven primarily by the processing and manufacturing industries.

Beyond the economy, the city successfully organized a series of events celebrating the 71st anniversary of Hai Phong's Liberation and the Red Flamboyant Festival 2026 with the theme “Hai Phong - Convergence - Radiance”. The festival welcomed approximately 150 international delegates, effectively promoting the city's image to the world. Additionally, Hai Phong continues to maintain its top national position in the Administrative Reform Index (PAR INDEX) and the Satisfaction Index (SIPAS) for 2025.

A Frank Assessment of Limitations

Despite these achievements, the Standing Committee of the City Party Committee also pointed out several limitations that require immediate correction. In May, two indicators failed to meet the scenario: the IIP growth rate (13.83% against a 16.7% target) and the number of newly established businesses (620 out of 910 planned). Furthermore, 19 tasks remain overdue according to the Work Program, and several key projects, such as the Seraphin Waste-to-Energy Plant, have faced commencement delays.

June 2026: Concentrating on Strategic Goals

Entering June, Hai Phong is highly determined to push the Q2 GRDP growth rate to 13.25%, ensuring the six-month goal of 12.27% and an annual target of at least 13% are met. To realize this, the city is focusing on key solution groups:

  1. Tightening Discipline, Consolidating the Apparatus, and Protecting Whistleblowers: The city requires the urgent appraisal and approval of leadership planning for 54 communes, wards, and special districts before June 15, 2026. Notably, this is a peak month for the thorough grasp and implementation of Regulation No. 178-QĐ/TW regarding power control and anti-corruption in legislative work, and Regulation No. 231-QĐ/TW concerning the protection of those struggling against corruption, waste, and negativity. Units must complete their implementation plans for these regulations within June 2026.
  2. Accelerating Infrastructure and New Economic Zones: A particularly vital task in June is preparing the conditions to announce the establishment of a Specialized Economic Zone and organizing the launch ceremony for the Free Trade Zone. The city is also focusing on resolving difficulties in land acquisition and determining land prices for key projects such as the Nguyen Trai Bridge, Ring Road 2 (Tan Vu - Hung Dao - Bui Vien section), and the Ninh Binh - Hai Phong Expressway. Efforts are also being made to start construction on berths 7 and 8 of Lach Huyen Port and a rental housing project this month.
  3. Administrative Reform and Social Welfare: Continuing the reform momentum, the Department of Agriculture and Environment has publicly disclosed revised administrative procedures in the sea, island, and fisheries sectors, slashing appraisal times from 25 days to just 09 working days for sea area allocation to individuals for aquaculture. In education, the city is focusing on careful preparations for the high school graduation exam and completing Grade 10 enrollment.
  4. Ensuring Defense and Security: The city will maintain a strict combat readiness regime to prevent any surprises. The City Police are focusing on implementing the Resolution on building modern commune and ward police and launching a peak period to combat crimes infringing upon intellectual property rights.

With a working spirit of "clear people, clear tasks, clear responsibilities," Hai Phong is concentrating all efforts on the final "battle" of the first six months. The combination of breakthrough economic development and strict administrative discipline will serve as a solid foundation for the Port City to continue to converge and radiate.
