Hai Phong determined to achieve socio-economic breakthroughs in Q1 2026: Aiming for 12.5% GRDP growth

On March 2, 2026, at the City Convention and Performance Center, Chairman of the Hai Phong City People's Committee Le Ngoc Chau presided over a regular meeting to evaluate the implementation of socio-economic development tasks in February and outline key solutions for March as well as the entire First Quarter of 2026. The meeting took place as the city is concentrating efforts on fulfilling 2026 growth scenario targets and preparing for significant political events.

Acknowledging Efforts and Frankly Criticizing Limitations

On behalf of the City People's Committee leadership, Chairman Le Ngoc Chau recognized and commended the efforts, sense of responsibility, and positive contributions of many departments, sectors, and localities in performing February tasks. At the same time, he frankly criticized units that failed to complete plans, such as those with slow public investment disbursement, low budget revenue collection, or a backlog of overdue administrative procedure files. The Chairman requested the Department of Home Affairs to regularly monitor and evaluate officials based on monthly performance results to advise on appropriate job arrangements within the first six months of the year.

12.5% GRDP Goal and Preparation for National Assembly Elections

Heading toward the end of Q1 2026, the City People's Committee has set a target for GRDP growth to reach 12.5% and a public investment disbursement rate of at least 25%. To achieve these figures, the Chairman required all levels and sectors to strictly follow the issued Economic Growth Scenario Plan (Plan No. 08) and the Public Investment Disbursement Plan (Plan No. 356).

Alongside economic tasks, an especially important political task is the preparation for the Election of Deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. Chairman Le Ngoc Chau emphasized four core goals: Turning election day into a festival for all people; Ensuring the highest number of voters; Helping voters choose the most worthy delegates; and Completing the election as early as possible.

The Department of Home Affairs and the City Police were assigned to guide and inspect preparations at voting units while ensuring absolute security and order for this event and early spring festivals.

Key Tasks by Sector

To unlock development resources, the Chairman of the City People's Committee assigned specific tasks to Vice Chairmen and departments:

  • On Economy and Investment: The Department of Finance will lead in advising on state economic development plans and handling investors behind schedule on BT (Build-Transfer) projects. The Department of Construction must urgently review reciprocal land funds for BT projects and accelerate the progress of design appraisals to construct projects celebrating the April 30th anniversary. The Economic Zone Authority must focus on attracting FDI to fill industrial zones, ensuring Q1 targets.
  • On Land and Resources: The Department of Agriculture and Environment is assigned to guide localities in implementing land task authorizations under new regulations and coordinating the review of resettlement needs for site clearance projects.
  • On Culture - Society and Technology: The Department of Health will launch a peak period for using Electronic Health Records on the VNeID application in March 2026. The Department of Education and Training will advise on specific mechanisms for breakthroughs in education development according to National Assembly Resolutions. The Department of Culture, Sports, and Tourism is to urgently complete projects to turn Hai Phong into a "City of Music" and develop city football through 2045.
  • On Digital Transformation and Accountability: The Department of Science and Technology will research the construction of a specialized Electronic Portal to serve accountability and receive feedback from citizens and businesses, while unifying data to serve digital transformation.

Closing the meeting, Chairman Le Ngoc Chau requested all commune and ward levels to prevent "hotspots" of complaints regarding site clearance and to proactively propagate and mobilize people to reach a consensus on the city's development policies. With determination and close guidance, Hai Phong expects to excellently complete socio-economic goals right in the early months of 2026.
