On May 20, 2026, the Hai Phong City People's Committee issued Plan No. 184/KH-UBND regarding the Gross Regional Domestic Product (GRDP) growth scenario for the last nine months of 2026. This is a crucial document demonstrating the city leadership's determination to adapt flexibly to complex international situations and strictly adhere to the sustainable development goals set at the beginning of the year.

Looking Back at Q1/2026: Efforts to Maintain a Leading Position
During the first three months of 2026, Hai Phong's economy continued to affirm its strength by achieving a growth rate of 11.21%, ranking second nationwide and leading the group of six centrally-governed cities. The city completed and exceeded targets for 11 out of 12 major indicators, including the Index of Industrial Production (IIP), budget revenue, total investment capital, export turnover, and tourism attraction. Notably, there were positive shifts in the number of newly registered enterprises and the rate of labor participation in social insurance.
However, the new scenario also frankly points out several challenges. Although high, the GRDP growth did not reach the expected target of 12%. The Industry and Construction sector increased by 12.79% (lower than the 13.93% target), while the Service sector grew by 10.46%. The implementation progress of several key projects and land clearance work for some industrial zones and clusters remains slower than planned.
Growth Scenario for the Last 9 Months: Determined to Reach 13%
Based on forecasts of complex global economic developments and internal demand, Hai Phong has set a GRDP growth target for the full year 2026 at 13%. To achieve this figure, the city has established a specific growth roadmap for each subsequent quarter:
- Q2/2026: Striving to achieve a growth rate of 13.25%. Within this, the Industry – Construction sector needs a strong breakthrough with an increase of 16.16%. The city expects to complete 469 social housing units and achieve budget revenue of over 43,322 billion VND.
- Q3/2026: The growth target is pushed to its highest for the year at 13.91%. This period represents the peak of summer tourism and commercial activities in preparation for the Mid-Autumn Festival and the new school year. It is expected that 11 new industrial projects will go into operation during this quarter.
- Q4/2026: Striving for 13.40% growth, focusing on the year-end shopping peak and promoting exports. The goal is to impressively complete 5,147 social housing units in this quarter alone.
For the full year 2026, the GRDP is expected to reach 744,452 billion VND. Other vital indicators include: State budget revenue reaching nearly 195,000 billion VND; Foreign Direct Investment (FDI) attraction reaching between 3.8 and 4.3 billion USD; and the establishment of approximately 7,500 new enterprises.
Specific Solutions for Key Economic Sectors
To realize this scenario, the City People's Committee has assigned specific tasks to various departments and agencies:
1. Industry and Construction – The Main Growth Engine: The Department of Industry and Trade and the Hai Phong Economic Zone Authority are tasked with closely monitoring the progress of 30 key projects. In Q2, 24 new projects are expected to begin operations. The city commits to ensuring the supply of electricity and petroleum for production and focusing on resolving land clearance difficulties for industrial parks such as Tien Thanh IP, Nam Trang Cat IP, and berths 7 to 12 at Lach Huyen Port. 2. Services and Tourism – Leveraging Peak Festivals: The Department of Culture, Sports, and Tourism will focus on successfully organizing the 2026 Red Phoenix Flower Festival and the Con Son – Kiep Bac Autumn Festival. The target for Q2 is to attract 65 million visitors, maintaining growth in Q3 with 5 million visitors through large-scale promotion programs and the opening of modern commercial centers like Aeon Mall in the west of the city.Plan No. 184/KH-UBND is not merely about statistical figures but an affirmation of a dynamic, decisive, and courageous Hai Phong.
