- Budget Revenue: Striving to exceed 194,935 billion VND, with domestic revenue reaching over 103,166 billion VND.
- Foreign Direct Investment (FDI) Attraction: Aiming for $3.8 billion to $4.3 billion.
- Export Turnover: Reaching the $52 billion mark.
- Logistics: Cargo throughput via ports is expected to reach 238 million tons.
Renewing Growth Models and Strategic Infrastructure Development To achieve these breakthrough figures, the city is focusing on strongly renewing its growth model and restructuring the economy toward modernity. Hai Phong will prioritize the development of high-tech and eco-industrial zones/clusters, urgently establish the Hai Phong Special Economic Zone, and develop new-generation Free Trade Zone infrastructure.
Regarding transport infrastructure, the city is accelerating key projects such as berths 7 to 12 at Lach Huyen International Gateway Port, starting the construction of Nam Do Son Port, and coordinating the implementation of the Lao Cai - Hanoi - Hai Phong high-speed railway. Additionally, Hai Phong will maximize the specific mechanisms and policies under Resolution No. 226/2025/QH15 of the National Assembly to unlock resources.
Focusing on Social Welfare and Cultural Identity Alongside economic development, the city emphasizes the comprehensive development of the people of Hai Phong. In 2026, the city strives to complete 7,135 social housing units to improve housing accessibility for citizens. The tourism sector is expected to attract 16.08 million visitors, focusing on exploiting the natural heritage of the Cat Ba archipelago as a "green island" and developing Do Son into a multi-functional tourism center.
The city also aims to maintain its position in the top 5 leading localities nationwide (striving for the top 3) regarding the Public Administration Reform Index (PAR Index), Provincial Competitiveness Index (PCI), and Digital Transformation Index (DTI).
Effective Operation of the New Government Apparatus One of the core tasks is the effective operation of the 2-tier local government model to ensure leanness and high performance. The city will implement civil servant evaluations based on Key Performance Indicators (KPIs), tighten administrative discipline, and resolutely overcome situations of avoidance or shifting of responsibility.
