The year 2026 is identified as a pivotal year of particularly important significance for the port city of Hai Phong. Right from the first month of the year, the city recorded strong breakthrough results, creating a solid premise for the target of at least 13% growth for the entire year. On behalf of my unit, I would like to present the presentation on the initial achievements and key solutions to maintain growth momentum associated with important political events.
- Starting 2026 with record-breaking figures
In January 2026, Hai Phong's economy boomed with all 8 major indicators meeting and exceeding the set scenarios. Some prominent highlights include:
- The Index of Industrial Production (IIP) is estimated to increase sharply by 36.2% over the same period.
- State budget revenue reached 24,210 billion VND, equivalent to 12.4% of the estimate assigned by the Central Government.
- Foreign Direct Investment (FDI) attraction reached 412 million USD, up 69% compared to the same period in 2025.
- Notably, the city organized the groundbreaking of 03 major Industrial Zones (Vinh Quang, Tien Lang 1, and Tien Lang Airport Industrial Zone - Area B) with a total investment of nearly 20,000 billion VND.
These results demonstrate the proactiveness and drastic action of the entire city's political system right from the first days of the year.
- Focusing highly on election work and perfecting the organizational apparatus
In parallel with economic development, Hai Phong is concentrating all its efforts on preparing for the Election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026–2031 term. The City Election Steering Committee has conducted field inspections in many communes and wards to ensure the election day on March 15, 2026, takes place successfully.
Regarding organizational apparatus work, the city aims to complete the approval of the job position lists for the Party block, mass organizations, and communal level before February 28, 2026, while resolutely eliminating localistic ideologies among the cadre and civil servant workforce.
- Promoting strategic infrastructure and development institutions
To maintain growth momentum, the city is urgently finalizing the dossier to submit to the Prime Minister for approval of the Specialized Economic Zone Scheme and the City Master Plan to 2050. Dynamic infrastructure projects such as the Lao Cai – Ha Noi – Hai Phong railway line, Nam Do Son port, and Lach Huyen port are being accelerated to soon release development resources. The city is also determined to handle over 150 backlogged and slow-progress projects.
- Caring for social security under the spirit of "Leaving No One Behind"
The city is committed to thoughtfully caring for its people during the 2026 Bính Ngọ Lunar New Year. In particular, social housing development is emphasized with the goal of striving to complete 519 units right in the first quarter of 2026 to support people in stabilizing their lives early.

With the 2026 theme: “Proactive implementation; promoting motivation; breakthrough growth”, Hai Phong is determined not to let a “waiting and listening” mentality or Tet preparations delay the progress of work. It is strongly believed that with unity and drastic action, Hai Phong will excellently complete its socio-economic goals, deserving its position as the growth engine of the region.
