The meeting was attended by leaders of various departments, sectors, organizations, and commune-level governments from across the city.

Q1 Review: Efforts alongside "bottlenecks" to be resolved
On behalf of the City People's Committee leadership, Chairman Le Ngoc Chau acknowledged the efforts and sense of responsibility shown by departments, sectors, and localities. However, the head of the city government frankly pointed out several existing issues, such as a public investment disbursement rate lower than the national average (under 9.5%), delays in land clearance, and low state budget revenue in certain agencies and localities. He emphasized that these entities must seriously learn from these experiences and urgently develop improvement plans.
Q2 Breakthrough Goals: 13.54% Growth and Minimum 40% Disbursement
To achieve and exceed the targets set for 2026, the Chairman requested units to urgently adjust their economic growth scenarios for the second quarter with a challenging target: striving to reach 13.54%. This figure includes compensation for the shortfalls in Q1 to ensure the city remains on its annual growth trajectory. Regarding public investment, the city is determined to speed up construction and land clearance to ensure that by the end of Q2, the disbursement rate reaches at least 40%. The Department of Finance has been tasked with coordinating with investors to rebuild scientific and feasible disbursement plans.
Planning and Infrastructure: Momentum for the Future
Another key task in Q2 is to accelerate the preparation of the General City Planning to 2050, with a vision to 2075, aiming for approval by the Prime Minister within 2026. In this plan, the city is paying special attention to seven groups of specific areas as directed by General Secretary To Lam. The Department of Construction was assigned to complete the dossiers for local adjustments to the general planning for Hai Phong city and the Thuy Nguyen and former Hai Duong areas in April 2026 to deploy key projects. Additionally, the city will focus on social housing development, aiming to complete 469 units as planned and speed up the renovation of old apartment buildings.
Economy and Investment Attraction: Target of $900 Million in FDI
The industrial and foreign economic sectors are expected to continue serving as growth engines. The Hai Phong Economic Zone Authority is responsible for urging infrastructure investors at the Kim Thanh 2, Thuy Nguyen (Phase 1), and Binh Giang Industrial Parks to complete procedures so that construction can commence in April 2026. The target for attracting Foreign Direct Investment (FDI) in Q2 is set at a minimum of $900 million. In the field of land management, the Department of Agriculture and Environment must resolutely implement the land-use rights auction plan, striving to collect at least 6.6 trillion VND in Q2/2026 to ensure resources for public investment.
Culture - Society: Ready for the Festival and Tourism Season
Looking toward the major holidays in April and May, Hai Phong will focus on organizing the 2026 Red Flamboyant Festival and activities to promote beach tourism. The City Police have been tasked with developing plans to ensure absolute safety for the festival and the activities of citizens and tourists. In education, the city will provide guidance for the 10th-grade entrance exams for the 2026-2027 school year and the high school graduation exams, while also completing the Education and Training Development Project to 2030 before April 15, 2026. Regarding healthcare, the Department of Health will advise on plans to enhance the capacity of the health system in accordance with Resolution No. 72-NQ/TW of the Politburo.
Consolidating the Local Government Apparatus
The year 2026 also marks an important stage in perfecting the administrative apparatus. The Department of Home Affairs was assigned to advise on the classification of commune-level administrative units after rearrangement and to conduct a preliminary review of the first year of implementing the two-level local government model following the merger of the former Hai Phong and former Hai Duong province.
Concluding the meeting, Chairman Le Ngoc Chau emphasized that departments, sectors, and localities must strictly adhere to the growth scenarios and specific timelines provided. Directors of Project Management Boards and heads of units must be accountable to the City People's Committee for disbursement progress and the quality of task implementation.
