Hai Phong: Detailed agenda of the 2nd session of the 16th People’s Council (2021-2026 tenure)

The Standing Committee of the City People's Council has decided to convene members of the City People’s Council to attend the 2^nd session of the 16^th City People’s Council (2021-2026 tenure) to carry out tasks of the regular mid-2021 meeting.

This session will be held in 02 days (August 11^th – 12^th, 2021); the Opening Ceremony takes place at 8am on August 11^th, 2021 at the City Convention Center with the specific program as follows:

August 11^th 2021

1. Flag salute, occasion declaration, delegates introduction.
2. Representative of the Standing Committee of the City People's Council presents proposed reports and approves the meeting agenda.
3. Chairman of the City People's Council delivers opening speech.
4. Leader of Hai Phong National Assembly Delegation briefs on the results of the 1^st Session of the 15^th National Assembly.
5. Representative of the City People's Committee’s leaders briefs on the implementation of the City People's Council’s Resolution on tasks and solutions to socio-economic development, national defense and security of the city ​​in the first 6 months of the year; revision of tasks and solutions in the last 6 months of 2021.
6. Representative of the City People's Council’s Standing Committee summarizes the opinions and recommendations of voters for the meeting’s agenda.
7. The Secretary of the Municipal Party Committee delivers orientation address.
8. Representative of the City People's Committee’s leaders presents brief Proposals on: Adjustment of the final settlement of state tax revenues in the city; Final settlement of local tax revenues and expenditures in 2019; Establishment of a new village in An Dong commune, Hong Thai commune of An Duong district, a new residential group in Thuong Ly ward, Hong Bang district and dissolving the residential group in Cat Dai ward, Le Chan district; Supporting policies for dismantling aquaculture farming facilities on bays of Cat Ba archipelago; Tuition fee for the 2021 – 2022 school year for public universities, colleges and secondary schools under the management of the city; Tuition fees for the 2021 – 2022 school year for public schools (nursery, universal education and continuing education) in the city; Subsidies for the implementation of the Government’s Decree No. 105/2020/ND-CP dated September 8^th, 2020 stipulating policies on early childhood education development in the city; Adjustment of the city's public investment plan in 2021; The city's tentative public investment plan in 2022; The medium-term central budget allocation plan for the 2021 - 2025 period.

11. The Chief Justice of the People's Court of the city gives brief report on the judgment works in the first 6 months of 2021; direction and tasks in the last 6 months of 2021.
12. The Chief Procurator of the City People's Procuracy gives brief report on the exercise of the right to prosecution and procuracy of judicial activities in the first half of the year; direction and tasks in the last 6 months of 2021.
13. Head of Legal Department of the City People's Council gives brief verifying reports on: Law enforcement and judicial agencies’ operation, national defense-security situation, social order and safety, organisation of administration in the first 6 months of the year, tasks and solutions for the last 6 months of 2021; Establishment of a new village in An Dong commune, Hong Thai commune of An Duong district, a new residential group in Thuong Ly ward, Hong Bang district and dissolving the residential group in Cat Dai ward, Le Chan district.

17. Review of Proposals of the City People's Committee and the verifying reports of the City People's Council Departments on: Reviewing Resolution No. 148/2016/NQ-HDND dated December 13, 2016, on regulations of collectibles, the collection, payment, management and use regime of fees for using the infrastructure, public services and utilities in border gate areas of Hai Phong seaport; Investment intent and adjustment of investment intent of projects; Supplementation and adjustment of the list of investment projects taking up rice land, protection forest and special-use forests land; the list of investment projects subject to land recall; the tentative level of state funding for compensation and site clearance in the city in 2021; Decision on the intent of changing the forest use purpose.
18. Review of reports of the City People's Council’s Standing Committee, Departments of the City People's Council, the City People's Committee and the City Civil Judgment Enforcement Department on their tasks in the first 6 months of the year, orientations and tasks for the last 6 months of 2021; other reports of the City People's Committee on: implementation of the state budget; anti-corruption; thrift practice and waste combat; crime and law violations prevention and combat; complaint settlement; constituents' appeals settlement; implementation of the 2021 theme on "Promoting urban embellishment and modernization - Building new style rural area"; results of the implementation of the City People's Council’s Resolution No. 53/2019/NQ-HDND dated December 9^th 2019 on raising the standard of social assistance and a number of social assistance policies in Hai Phong city in the period of 2020-2025, Resolution No. 54/2019/NQ-HDND dated December 9^th 2019 on the policy of tuition fee support for students from early childhood to high school in Hai Phong city; results and progress of the city’s key projects in 2021; the fulfillment of commitments, and the solutions to issues raised by City People’s Council’s members at the 16^th Session of the City 15^th tenure People's Council.
