On January 20, 2026, the Hai Phong Department of Foreign Affairs issued Plan No. 07/KH-NVregarding digital transformation for the year 2026. This plan closely follows the core goals and tasks outlined in Plan No. 359/KH-UBND of the City People's Committee, aiming for a breakthrough in digital transformation to establish a solid foundation for foreign affairs and international integration in the digital era.

Towards 100% Digitization, the Department of Foreign Affairs has set specific indicators with the determination to achieve absolute rates across various administrative management and public service sectors:
- Work processing: 100% of work records (excluding classified files) are to be processed in an electronic environment using individual digital signatures.
- Online public services: 100% of administrative procedures will be received and resolved regardless of administrative boundaries; 100% of records and results will be digitized; and a 100% satisfaction rate is expected from citizens and businesses.
- AI Application: 100% of essential full-process online public services will integrate Artificial Intelligence (AI) into at least one stage, such as reception, processing, or user support.
- Digital Human Resources: 100% of officials, civil servants, and employees will be trained in basic digital skills and possess a VNeID electronic identification account.
In 2026, the Department's focus includes the following major digital transformation tasks:
- Specialized Digital Infrastructure: Updating the foreign affairs database and connecting it to the city's Information Oversight and Command Center (IOC). Notably, the Department will prioritize equipping technical infrastructure for online meetings and negotiations with international partners, with an estimated budget of 1.3 billion VND from the city budget.
- Digital Government and Digital Governance: Promoting the provision of full-process online public services, striving for at least 80% of records to be processed online. The Department will also deploy AI virtual assistants to assist in document checking and administrative management upon city directives.
- Information Security: Strictly adhering to the "4-layer" security model, striving for 100% of information systems to have approved security level profiles and performing periodic offline data backups.
- Digital Economy and Digital Society: Coordinating tasks to develop digital technology enterprises and widely promoting the Smart Hai Phong digital citizen application to all staff and employees.
The Department identifies digital transformation as a central and continuous task. Implementation results will be directly linked to the annual performance evaluations of every individual and collective. The Department's Digital Transformation Steering Committee will play a continuous executive and supervisory role, while the Office of the Department coordinates with the Department of Science and Technology to upgrade LAN infrastructure and specialized applications.
Furthermore, the Department will strengthen international cooperation and study experiences from international organizations to master new AI technologies. This plan aims to improve operational efficiency while contributing to Hai Phong's general goal of reaching a provincial Digital Transformation Index (DTI) of ≥ 0.786 and enhancing the city's economic competitiveness.
