Hai Phong: Department of Finance Tasked with Leading Implementation of the New Law on Planning

To ensure the synchronous and effective implementation of legal regulations on planning, the Hai Phong City People's Committee has launched a plan to implement the 2025 Law on Planningfollowing the Prime Minister's instructions.

On January 23, 2026, the Prime Minister issued Decision No. 162/QĐ-TTg regarding the plan to implement the Law on Planning No. 112/2025/QH15. This vital legal document aims to institutionalize the Party and State's policies on planning, creating a foundation for streamlining the administrative apparatus and ensuring smooth operations.

The new Law on Planning was passed by the 15th National Assembly on December 10, 2025, and will officially take effect from March 1, 2026. To prepare for this milestone, the Government requires ministries, sectors, and localities to clearly define responsibilities and specific roadmaps to ensure feasibility and unity nationwide.

Immediately following the central decision, on February 5, 2026, the Office of the Hai Phong City People's Committee issued Document No. 1390/VP-TH conveying the instructions of Permanent Vice Chairman Le Anh Quan. Accordingly, the City People's Committee assigned the Department of Finance the leading role to coordinate with relevant departments, agencies, and localities to study and advise the city on a detailed implementation plan. Assigning the Department of Finance as the local focal point corresponds to the leading role of the Ministry of Finance at the central level in drafting guiding decrees and setting expenditure norms for planning activities.

According to the plan, from now until the Law takes effect and throughout 2026, the city will focus on key areas:

  • Propagation and Training: Organize conferences to master and disseminate the contents and new features of the Law on Planning to officials, civil servants, and the public.
  • Reviewing Legal Documents: Inspect, amend, or annul existing regulations related to planning to ensure no overlap with the new Law. Key areas for review include land, electricity, advertising, cultural heritage, and traffic.
  • Building Databases: Implement guidelines on the content and technical aspects of planning databases and provincial planning maps.
  • Budget Allocation: The Department of Finance is responsible for advising on budget estimatesand managing the use of the annual budget to ensure funds for the plan's implementation.

Proactively implementing the Law on Planning is expected to help City enhance the awareness and responsibility of all levels of government while simultaneously resolving difficulties and obstacles arising from practical application during the upcoming transition period.
