Hai Phong: Decisively implementing key tasks for public property management in 2026

To enhance management efficiency, mobilize resources, and practice thrift and anti-waste, on February 10, 2026, the Hai Phong City People's Committee issued Document No. 272/UBND-TC regarding the implementation of key tasks and solutions for public property management in 2026. This timely activity follows the Prime Minister's directions and the Ministry of Finance's guidelines in Document No. 642/BTC-QLCS dated January 16, 2026.

Mobilizing Resources and Strengthening Discipline

According to the City People's Committee's instructions, the core objective for 2026 is the efficient management and use of public assets to contribute to socio-economic development goals and ensure national defense and security. The city requires agencies and units to strictly implement the following task groups:

  • Ideology and Propaganda: Deeply grasp the guiding views in the Documents of the 14th National Party Congress and Politburo Resolutions on improving the efficiency of managing and exploiting economic resources.
  • General Inventory and Reporting: Conduct a general inventory of public property across agencies, organizations, and units, including state-invested infrastructure assets, ensuring quality and adherence to the set schedule.
  • Post-Streamlining Asset Handling: Accelerate the arrangement, allocation, and handling of house and land facilities following the streamlining of the organizational apparatus and administrative units at all levels. The City People's Committee emphasized that redundant headquarters must absolutely not be left vacant, wasted, or lost.

Strict Management of Land and Strategic Infrastructure

A significant focus in 2026 is the effective implementation of land finance regulations:

  • Land Use and Rental Fees: The Department of Natural Resources and Environment is tasked with advising on the issuance of documents to implement the 2024 Land Law, specifically the file transfer process for determining financial obligations and deciding specific land prices.
  • Transport and Service Infrastructure: Specialized departments must review, catalog, and classify infrastructure assets (transportation, clean water, markets, irrigation, parks, etc.) to assign them to the correct management entities, ensuring accountability to the State.
  • Technological Breakthroughs: Priority is given to exploiting and using public property to achieve breakthroughs in science, technology, innovation, and digital transformation.

Enhanced Inspection, Supervision, and Violation Handling

To ensure discipline, the City People's Committee tasked the City Inspectorate with increasing direct inspections of the management and use of headquarters after administrative restructuring. Additionally, the Vietnam Fatherland Front of the city is requested to organize community supervision of these activities. City leaders require units to pay special attention to inspecting land and house facilities showing signs of waste, promptly preventing and strictly punishing organizations and individuals for violations in public property management. Any difficulties arising during implementation must be promptly reported to the Department of Finance for synthesis and submission to the City People's Committee or the Ministry of Finance for guidance.

Vice Chairman of the City People's Committee Le Trung Kien signed and issued the document on behalf of the Committee, requiring all levels and sectors to implement it seriously.
