To realize social security policies and promote a sustainable labor market, on February 7, 2026, the Hai Phong City People's Committee issued Document No. 264/UBND-NVKTGS directing all levels and sectors to urgently implement the Government's Decree No. 338/2025/NĐ-CP regarding employment creation support policies.

New Features of the National Employment Support Policy
Decree 338/2025/NĐ-CP, which took effect on January 1, 2026, provides powerful financial support packages to create, maintain, and expand employment opportunities:
- Preferential Loans: Production and business establishments can borrow up to 10 billion VND (not exceeding 200 million VND per worker), while individual workers can borrow up to 200 million VND. Loan terms extend up to 120 months, with preferential interest rates equal to 127% of the interest rate for loans to poor households.
- Support for Working Abroad: Workers may be granted loans covering up to 100% of the costs of working abroad under a contract.
- Quality Vocational Training: Support includes tuition fees (maximum 4 million VND/person/course) and living expenses (50,000 VND/day) for rural workers and youth.
Hai Phong Mobilizes the Entire System
To bring the policy into effect quickly, city leaders have assigned specific tasks to key units:
- Department of Home Affairs: Serves as the lead agency, advising on state management and performing specialized inspections and monitoring of policy implementation throughout the city.
- Social Policy Bank (Hai Phong Branch): Responsible for guiding procedures, organizing lending, and ensuring that capital is used for the correct purposes and effectively.
- Support for Youth and Rural Workers: The City Military Command and City Police coordinate with the Department of Education and Training to focus on vocational training for youth completing military or police service and for rural workers.
- New Economic Development: People's Committees of communes, wards, and special zones are tasked with promoting employment in the private sector, particularly in fields such as innovation, digital transformation, green economy, and circular economy.
Publicity, Transparency, and Efficiency
The city requires the Hai Phong Employment Service Center and People's Committees at all levels to publicly post policies and application forms (such as requests for vocational training support or working abroad support) at their headquarters and job transaction floors to ensure easy access for citizens.
Additionally, city leaders emphasized the responsibility of workers and businesses to honestly declare information and use loans for the intended purposes. Units must implement a periodic reporting regime so that the City People's Committee can promptly resolve difficulties, ensuring Hai Phong becomes a bright spot in employment resolution and social security in 2026.
