To serve travel needs and ensure smooth transport operations during the Binh Ngo Lunar New Year and the 2026 Spring Festival, the Hai Phong City People's Committee has issued decisive instructions based on requirements from the Government.

Strictly Implementing the Prime Minister's Instructions
On February 4, 2026, the Prime Minister issued Official Dispatch No. 10/CĐ-TTg, requiring ministries and localities to strengthen transport organization and ensure traffic order and safety. Given the forecast of high traffic volumes and the potential risk of congestion and accidents, the Prime Minister requested that units absolutely ensure no passenger is late for Tet due to a lack of vehicles and prevent instances of price gouging or unreasonable fare increases.
Following these instructions, on February 5, 2026, the Hai Phong City People’s Committee Office issued Document No. 1393/VP-XDCT, relaying the opinions of Permanent Vice Chairman Le Anh Quan to deploy key tasks.
Key Tasks for Departments and Agencies
The City People's Committee assigned specific duties to various units to build a strict traffic monitoring and support system:
- Department of Construction: Directed transport businesses to increase the number of vehicles, particularly public passenger transport, to connect railway stations, bus stations, and piers. The unit must implement measures to prevent the transport of explosives, dangerous goods, and livestock or poultry of unknown origin. Additionally, they are tasked with reviewing traffic infrastructure and adding signs or convex mirrors at steep slopes and areas with limited visibility.
- City Police: Required to increase patrols and control on highways and local roads. Functional forces will focus on strictly handling behaviors that are direct causes of accidents, such as alcohol violations, speeding, overloading, driving in the wrong lane, and illegal racing.
- Department of Health: Must ensure medical forces, vehicles, and supplies are ready for timely emergency responses on key traffic routes. They will also strengthen food safety inspections and disease prevention efforts at stations and piers.
Propaganda and 24/7 Reporting Mechanism
The City Traffic Safety Committee is tasked with leading propaganda efforts featuring strong messages: "Drink? Don't Drive" and "Fasten your seatbelt when in a car". The city also required units to publicize hotline numbers to receive public feedback and organize 24/7 duty shifts.
Traffic order and safety conditions will be reported daily throughout the 09-day Tet holiday (from February 14, 2026, to the end of February 22, 2026). Any safety incidents or accidents must be reported quickly as they occur to ensure timely response plans.
