The City People’s Committee has carried out Decree no. 374/TB-UBND on 6/9/2021 regarding the conclusion of Chairman of the City People’s Committee, Chief of the City’s COVID-19 Prevention and Control Steering Committee, at the meeting on measures for receiving and organizing vaccination in the city’s area.
Accordingly, on 6/9/2021, the Leadership team of the City People’s Committee listened to measures for reception and vaccination organization of COVID-19 prevention and control 500.000 Vero Cell doses.
After consulting the Director of Health Department’s report on options of transport, storage, distribution, vaccination organization, comments of departments, agencies and localities at the meeting; ideas of Head of Propaganda Division of the City Party Committee, Head of Mass Mobilization Division of the City Party Committee, Deputy Chairmen of the City People’s Committee, Chairman of the City People’s Committee, Chief of the City’s COVID-19 Prevention and Control Steering Committee, concluded:
1. People in the groups below are eligible for the 500,000 free first-doses of Sinopharm vaccine:
- Prioritizing pre-registered people who are:: Drivers, long-distance driving assistants; workers and laborers working at in-town enterprises in industrial zones; citizens who voluntary registered for the vaccination.
- Drivers, driving assistants, shippers.
- Staff and workers at shopping malls, businessmen at markets (including spontaneous markets).
- Officers, staff at marine terminals, ferry terminals, airports, bus stations and sailors.
- Officers, lecturers, teachers, staff, laborers at schools in the city’s area; students residing in the city’s area.
- People who work in food and catering services or at service business stalls with high risk of getting infected (hair salons, barber shops, etc.).
- Workers, service suppliers at industrial and cluster parks, manufacturing and business units outbound from industrial and cluster parks.
- Officers at districts, communes, wards, towns, residential groups at communes, wards have implemented works of COVID-19 prevention and control.
- Elderly, people with pre-existing medical conditions.
Tentative schedule: from 08/9/2021, vaccination completed from 18/9/2021 to 24/9/2021.
The city prepared measures for enough vaccine of the 2nd dose at this period, from 08/10/2021 to 28/10/2021.
Request to Hai Phong Economic Zones Authorities, Department of Trade and Industry, Department of Transport, Department of Education and Training, People’s Committees of districts and rural districts, Hai Phong Port JSC., related departments and agencies to review, re-register to Department of Health and accomplish by 10h00 on 07/9/2021.
2. Assigning Department of Health:- Toimmediately develop a detailed plan for the implementation of Sinopharm vaccination in the city; report to the City People's Committee before 5:00 p.m. on 7/9/2021.
- To coordinate with Hai Phong Economic Zone Authority, Department of Industry and Trade, Department of Transport, Department of Education and Training, Department of Police, People's Committees of districts and related units to organize vaccination ensuring vaccination safety according to guidance of the Ministry of Health.
- To propose the vaccination expense.
3. Proposing the Propaganda Division of the City Party Committee, Mass Mobilization Division, the Department of Information and Communications, Hai Phong Television, Hai Phong 4. Newspaper, Hai Phong Security Topics, the City's Web Portal and other Press agencies in the city should strengthen communication about the benefits and the need for vaccination as soon as possible.5. Assigning the City Police to assume the prime responsibility for, and coordinate with relevant agencies and units in, ensuring security and order during the vaccination process; handling false, contradictory, and non-positive information about vaccination.6. Assigning Finance Department work with related units regarding proposal and costs of delivery vaccination.7. Members of the Standing Committee of the City Party Committee, Vice Chairman of the City People's Committee, Vice Chairman of the City People's Council are requested to focus on leading, directing, and coming to the grassroots, grasping the situation and motivating officials. carrying out vaccination work, the person being vaccinated.8. Requesting District Party Committees, District Party Committees, People's Committees of districts to focus on coordinating with the health sector to organize vaccination for people in the area...In the process of directing the prevention of the upcoming COVID-19 epidemic, the city will consider prioritized plans on:- Traveling of those who are fully vaccinated with two doses.
