Hai Phong Creates Breakthroughs in Vocational Education.

On March 18, 2026, the Hai Phong City People's Committee issued Decision No. 997/QD-UBND, amending and supplementing the Project "Renovating and improving the quality of vocational education (VET) in the city through 2030, with a vision to 2045". This document affirms the Port City's determination to use high-skilled human resources as the key driver to accelerate industrialization, modernization, and international integration.

Strategic Vision: Becoming a Leading Training Center.

According to the new Decision, Hai Phong aims to become a leading national education and training center, playing a core role in developing high-quality human resources for the Red River Delta. The city focuses on training labor associated with spearhead economic sectors such as high-tech industry, ports - logistics, marine economy, healthcare, and tourism.

Specific targets for 2030 include enrolling 16,000 students in intermediate and college levels, with at least 06 high-quality schools (03 of which are managed by the city) and developing approximately 80 key occupations. Notably, Hai Phong aims for 03 to 05 occupations to reach the standards of developed countries in the G20 and 04 to 06 occupations to achieve superior competitiveness within the ASEAN-4.

Strong Investment in People: "Massive" Support Packages.

A primary highlight of Decision 997 is a system of direct financial support policies for learners, workers, and teachers.

  • Support for learners and workers: The city plans to spend 1,323.63 billion VND to support learning costs for approximately 58,135 students (graduates of secondary and high schools) attending intermediate and college levels in the city. The support level is set at 0.9 million VND/person/month for 10 months each year.
  • Support for enterprise employees: For workers at businesses studying at the intermediate level, the city allocates 22.61 billion VND to support tuition for 950 people at a rate of 1.19 million VND/person/month. Priority fields include 14 key areas such as Logistics, Industrial Electronics, Automotive Technology, Nursing, and E-commerce.
  • Enhancing teacher capacity: The city plans to provide 2.55 billion VND for 500 teachers to improve vocational skills and pedagogical expertise. By 2030, the goal is for 100% of teachers to meet standards and 100% of managers to be trained in modern management skills and digital capacity.

Modernizing Infrastructure: 1,244 Billion VND for 06 Public Schools.

To realize international training aspirations, Hai Phong will invest 1,244.94 billion VND in facilities and equipment for 06 city-affiliated public VET institutions. The beneficiaries include:

  • Hai Phong Technical College: Receiving 745.6 billion VND for phase 2 construction and equipment for 11 key occupations.
  • Hai Phong Economic College: Receiving 285 billion VND for headquarters repair and a new specialized training area for people with disabilities.
  • Hai Phong Medical College: Receiving 29.8 billion VND for lecture hall renovation and equipment for Pharmacy and Nursing.
  • Hai Duong Vocational College: Receiving 70 billion VND.
  • Hai Phong Technical - Professional Intermediate School: Receiving 64.2 billion VND.
  • Hai Phong Culture Art and Tourism Intermediate School: Receiving 50.29 billion VND for stage upgrades and instruments.

This investment aims to ensure that by 2030, at least 85% of VET institutions meet national standards.

Promoting Digital Transformation and "3-House" Linkages.

Digital transformation is identified as the key to changing the face of VET. The city will build a "correct, sufficient, clean, and live" data system for intellectuals and technical labor while promoting training in digital environments. The "State - School - Enterprise" (3-house) linkage model will be drastically implemented, with the Hai Phong Economic Zone Authority leading the connection of labor supply and demand.

Expanding International Cooperation and Regional Linkages.

Hai Phong promotes regional linkages with neighboring provinces like Hanoi, Quang Ninh, and Bac Ninh for high-tech human resource training. Regarding foreign affairs, the Department of Foreign Affairs leads international cooperation, mobilizing non-governmental aid and seeking foreign partners to establish foreign-invested VET institutions in Hai Phong. The city targets that 100% of local colleges will have at least one international cooperation or technology transfer program. A flexible mechanism also allows international experts to lead scientific tasks without requiring long-term residence in Vietnam.

Implementation Resources and Monitoring Mechanism.

The total budget for the Project is 2,594.45 billion VND, sourced from public investment (1,210.85 billion VND), regular expenditure (1,349.51 billion VND), and unit revenue (34.09 billion VND). The Department of Education and Training is the standing agency, with the Department of Finance and the Department of Home Affairs ensuring capital and personnel for key stages.

With a vision to 2045, Hai Phong expects its VET system to fully meet high-skilled labor demands, becoming a leading locality in VET domestically and within the ASEAN region. Decision 997 is a vital lever for both students and businesses, contributing to bringing Hai Phong to international levels.
