To ensure consistency, efficiency, and compliance in foreign affairs activities, the Hai Phong City People's Committee has directed local agencies and units to urgently coordinate the implementation of the Regulations on Management of Foreign Affairs Activities recently issued by the Ministry of Agriculture and Environment under Decision No. 38/QĐ-BNNMT dated January 8, 2026. These new regulations were developed to unify management, increase decentralization, and foster initiative among units while enhancing the effectiveness of organizing foreign affairs in the agriculture and environment sectors.

Core Principles for Implementation
The implementation must strictly adhere to the following principles:
- Compliance with Party and State lines: Ensuring national defense, security, and interests; respecting international commitments and practices.
- Responsibility of the head: Highlighting the proactive role and responsibility of agency and unit heads in organizing and implementing activities.
- Thrift and efficiency: Linking political goals with market expansion and technical cooperation; practicing thrift and preventing budget waste.
Key Operational Tasks for Officials
To ensure proper implementation, agencies and civil servants must master the following key operational contents:
- Management of Outbound and Inbound Missions: All activities involving sending delegations abroad or receiving international guests must be included in the approved annual foreign affairs plan. Delegations should be lean and consistent with their functions and duties.
- Organization of International Conferences and Seminars: Compliance with the permission process and strict management of document content, reports, and state secret protection regulations is mandatory.
- Negotiations and Signing of Agreements: The signing of treaties or international agreements must follow the correct authority and current legal procedures.
- Passport Management: Officials issued diplomatic or official passports are responsible for their safe preservation and must return them to the management agency within 05 working days after the conclusion of a mission.
Coordination and Reporting Regime in Hai Phong
Following the direction of City Vice Chairman Hoang Minh Cuong, the Department of Foreign Affairs has been assigned the leading role in coordinating with relevant agencies to support units of the Ministry of Agriculture and Environment in performing foreign affairs activities within the city.
Units are responsible for serious periodic reporting every 6 months (before June 15) and annually (before December 15) regarding the implementation of foreign affairs activities to synthesize reports for Ministry leadership and Central agencies. Additionally, any exchange of information with foreign partners—whether via phone, email, or direct meetings—must be reported to the unit head regarding the results achieved.
Serious compliance with these Regulations not only helps modernize foreign affairs work but also contributes to protecting the reputation and image of the agriculture and environment sector during the international integration process.
