Hai Phong: "Convergence and Radiance" with Large-Scale Events in April and May 2026.

Hai Phong City has officially issued Plan No. 105/KH-UBND regarding the organization of activities to celebrate major holidays in April and May and the 2026 Red Flamboyant Festival - Hai Phong. This is a comprehensive communication and event campaign aimed at arousing national pride, promoting the image of the dynamic Port City, and fostering sustainable socio-economic development in the new context.

Strategic Vision and Objectives

These activities are organized with the objective of providing deep education on historical and cultural traditions and patriotism for the city's Party, government, and people. Simultaneously, this is an occasion to nurture national unity and strengthen confidence in the nation's industrialization, modernization, and international integration. With the city's 2026 theme being "Proactive execution, promoting internal strength, breakthrough growth," these events act as a powerful driving force for economic indicators, particularly in tourism and services.

Hai Phong identifies the organization of the Red Flamboyant Festival and the 71st Anniversary of Hai Phong Liberation Day (May 13, 1955 - May 13, 2026) as a golden opportunity to affirm the status of the Port City—a vital transport hub and a growth pole in the Hanoi - Hai Phong - Quang Ninh development triangle. Through international art programs and diverse cultural activities, the city intends to send a message of a Hai Phong rich in tradition yet also very modern, smart, and sustainable.

The 2026 Red Flamboyant Festival: A Brilliant Artistic Highlight

The centerpiece of the event series is the 2026 Red Flamboyant Festival - Hai Phong with the theme “Hai Phong - Convergence - Radiance”. The opening program is scheduled to take place at 20:00 on Friday, May 8, 2026, at the City Political-Administrative Center Square in the North Cam River new urban area, Thuy Nguyen district. This is promised to be a grand, international-scale artistic night reflecting the city's imprint and stature after 71 years of liberation. The program content will highlight the festival's theme and affirm the historical depth and cultural richness of this coastal land. Following the opening ceremony will be a brilliant fireworks display, promising a festive atmosphere for all residents and tourists.

The guest list for the festival is diverse, including Party and State leaders, representatives of central ministries, and international delegations from sister cities and diplomatic agencies. This demonstrates the high level of international integration and Hai Phong's important position on Vietnam's diplomatic and economic maps.

A Diverse Ecosystem of Cultural, Sports, and Tourism Events

Besides the opening ceremony, the plan includes a massive list of responsive activities from late March to the end of May 2026.

  • City-level Activities: There are 22 large-scale city-level activities in culture, art, sports, and tourism. Notable examples include the art programs “Springtime” (April 10) and “Hai Phong - Sounds of Return” (April 25) at the Red Flamboyant Theater; the 2026 Red Flamboyant Golf Tournament (May 10) at Dragon Golf Link, Do Son; the “Hai Phong Legacy” Marathon (May 17) in the North Cam River area; the 4th Expanded Hai Phong Puppet Festival (May 8-12); and the International Wine Festival (May 8-16) at Hai Dang Plaza.
  • Grassroots Activities: Communes, wards, and special zones across the city are expected to organize approximately 40 diverse activities. These activities include mass cultural exchanges, local sports competitions such as volleyball and pickle ball, and urban beautification efforts.

Infrastructure Breakthroughs: Groundbreaking and Inauguration of Key Projects

This festival season also marks a major leap in Hai Phong's urban and industrial infrastructure. The city plans to hold groundbreakings for 12 projects and inaugurations for 3 key projects.

Notable groundbreakings (expected around May 13) include the Thuy Nguyen industrial cluster, the Cat Bi Victory Monument at Cat Bi International Airport, a series of large industrial park projects such as Binh Giang, Nam Trang Cat, Ngu Phuc, Hoang Dieu, and Tran Duong - Hoa Binh, and berths No. 7 and 8 at the Hai Phong seaport in Lach Huyen. Inauguration projects include the restoration of the Ben K15 relic complex in Do Son, the new Hai Duong Social Protection Center, and the Tu Minh 110kV substation. Linking these projects to the festival is not only symbolic but also demonstrates the city's strong internal strength and breakthrough growth scenario.

Professional Organization and Interdisciplinary Coordination

To ensure events are practical, effective, safe, and economical, Hai Phong established a Festival Organizing Committee headed by the Chairman of the City People's Committee. Specific tasks are assigned to each department:

  • Department of Culture, Sports and Tourism: The standing agency responsible for the opening script and city-wide visual promotion and decoration.
  • Department of Foreign Affairs: Leads diplomatic activities and reception for international delegations, embassies, and foreign organizations.
  • City Police and Military Command: Develop plans to ensure security, traffic safety, fire prevention, and mine clearance.
  • Department of Health: Ensures medical emergency services and food safety at hotels and restaurants serving guests.
  • Media Agencies: Hai Phong News, Radio and Television Station will promote the city's beauty and potential domestically and internationally.

Funding is mobilized from the state budget and socialization contributions from businesses and individuals, reflecting the community's collective spirit in building the city. With elaborate preparation, the 2026 event series is an affirmation of the Port City's vitality on its journey to conquer new heights.
