Hai Phong: Concentrating on the Implementation of Decree No. 18/2026/ND-CP on Reducing and Simplifying Judicial Administrative Procedures

Following the direction of the Hai Phong City People's Committee, the Department of Justice is leading the coordination with relevant agencies and units to urgently implement the Government's Decree No. 18/2026/ND-CP dated January 14, 2026. This is an important document intended to amend and supplement several decrees to reduce and simplify administrative procedures and business conditions within the scope of management of the Ministry of Justice, officially taking effect on January 15, 2026.

Promoting Extensive Propaganda and Dissemination To ensure the Decree is applied synchronously and consistently, the Department of Justice requests that departments, boards, sectors, and commune-level People's Committees (PC) organize the timely propaganda and dissemination of the Decree's contents to all officials, civil servants, public employees, workers, and the general public. Communication focuses on raising awareness to ensure correct understanding and full application of the new regulations. The Department of Culture, Sports, and Tourism will coordinate with city press, radio, and television agencies to organize the extensive dissemination of these regulations to businesses and citizens, especially regarding the simplification of procedures and business conditions.

Drastic Implementation and Procedure Review Implementation tasks are specifically assigned to groups of units to ensure efficiency. In the field of Civil Judgment Enforcement, the City Civil Judgment Enforcement Agency is proactively reviewing and updating changes in procedures and file components, and adjusting internal processes if there are changes in the sequence or resolution time according to the new regulations. At the commune level, People's Committees are responsible for proactively reviewing administrative procedures under their jurisdiction to promptly update changes in file components and implementation time, even without an official announcement from the Chairman of the City PC.

Furthermore, the Public Administration Service Center system at city and commune levels will publicly, fully, and promptly post administrative procedures to ensure the receipt and resolution of files for organizations and individuals are correct and effective.

Key Contents of Decree 18/2026/ND-CP The Decree brings many notable reforms in judicial support, civil judgment enforcement, and judicial administration, including:

  • Shortening resolution times: Many procedures are reduced from 15 days to 10 working days, or from 30 days to 22 working days.
  • Digitizing results: Electronic versions of administrative procedure results from competent authorities hold equivalent legal value to paper versions.
  • Interconnecting data: Citizens do not have to submit copies of documents if the information is already available in published national or specialized databases.
  • Simplifying files: Requirements for certain documents, such as copies of business registration certificates in judicial expertise or bankruptcy procedures, are abolished and instead retrieved from the common database.

The Department of Justice requests agencies and organizations to seriously implement these tasks and promptly report any difficulties or obstacles for synthesis and reporting to the City PC for resolution.
