To fulfill its ambitious goal of achieving 12.5% growth in 2025, Hải Phòng has proposed a series of synchronized strategic measures.
Six Key Solution Groups
According to Mr. Nguyễn Ngọc Tú, Director of the Hải Phòng Department of Planning and Investment, the central government has assigned the city a growth target of 12.5% for 2025. This figure aligns with the goals set by the Hải Phòng Party Committee, People’s Council, and People’s Committee, approved since December 2024. The city plans to focus on six core solution groups.
Hải Phòng aims to accelerate the transformation of its growth model and restructure its economy around three main pillars: high-tech industry, seaport-logistics, and tourism-commerce.
- Legal and Policy Framework Development
The city will focus on building and implementing its legal framework and policy mechanisms. Key efforts include completing the proposal for a new resolution to replace National Assembly Resolution No. 35 on piloting special mechanisms, aiming for submission by Q2 2025. Additionally, Hải Phòng will finalize and submit a proposal for the establishment of a new-generation Free Trade Zone within the year.
- Economic Restructuring and Investment Mobilization
Hải Phòng will push forward with restructuring the economy based on its three strategic pillars. To achieve the 12.5% growth target, the city needs an estimated investment of VND 240–250 trillion. The Department of Planning and Investment has proactively compiled a list of investment projects to monitor and support implementation. Public investment for 2025 is set at around VND 25.4 trillion (accounting for 10–11% of the total investment), with a target of disbursing at least 95% of allocated funds. Priority will be given to infrastructure projects that enhance connectivity and economic development, including those in Bắc Sông Cấm to serve the relocation of the city’s political-administrative center, the Ring Road 2 project, Lai Xuân Bridge, and upgrades to Provincial Road 352.
- Infrastructure Development
A major focus is on comprehensive infrastructure development—especially transport, urban, and digital infrastructure. In 2025, key urban planning initiatives include: General planning for Đình Vũ – Cát Hải Economic Zone; Overall city development plan; Planning tasks for the Southern Coastal Economic Zone.
The city also plans to invest in transportation and technical infrastructure in the new economic zones and collaborate with the Ministry of Transport to launch the Lào Cai – Hà Nội – Hải Phòng railway by the end of 2025.
Several high-impact industrial park projects recently approved include: Nomura Phase 2, Tràng Duệ 3, Nam Tràng Cát, and Vinh Quang Phase 1.
- Human Resources and Innovation
The city will enhance high-quality human resource development, promote scientific research and technological application, and encourage innovation and start-ups.
- Budget Discipline and Public Investment Efficiency
Hải Phòng will strengthen fiscal discipline and prioritize economic growth. Public investment disbursement will be pushed in 2025 with a focus on construction quality and capital efficiency.
- FDI and Enterprise Support
The city will implement coordinated solutions to support FDI enterprises in production and business activities, contributing both to economic growth and revenue generation.
Monthly and Quarterly Growth Scenarios
To achieve the set targets, Hải Phòng has instructed departments and agencies to develop monthly and quarterly growth scenarios, according to Mr. Nguyễn Ngọc Tú.
The Secretary of the Hải Phòng Party Committee, Mr. Lê Tiến Châu, emphasized that the 12.5% growth target is a significant challenge. The continuous review and improvement of strategies will serve as the foundation for assigning responsibilities across departments, agencies, and localities.
Public Investment and PPP Proposals
Mr. Châu urged the Party Committee of the People's Committee to ensure aggressive disbursement of public investment from the beginning of the year. He also called for proposals on PPP projects for the 2026–2030 period to be submitted to the Party Standing Committee.
The city must urgently identify bottlenecks and propose solutions to resolve slow budget allocations and disbursements. It also aims to resume the coastal highway construction project in Q2 2025 and finalize a Green Transformation Proposal for adoption in Q1 2025. The plan includes attracting green investors and transitioning to green public transport systems.
Support for Local Businesses
To energize Hải Phòng's business community, Mr. Châu urged the prompt issuance of a support plan for small and medium-sized enterprises (SMEs) in February 2025, with mechanisms linking them to FDI enterprises. This includes preferential policies for Hải Phòng-based firms aligned with their responsibilities to the city. A business association for the city’s leading companies will also be established quickly.
Cultural and Tourism Development
The Secretary emphasized integrating culture and tourism development with the cultural industry trend, positioning Hải Phòng as a "City of Music" and creating diverse cultural products to stimulate tourism.
Mr. Lê Tiến Châu affirmed that 2025 holds strategic importance—it will determine the success of implementing the 16th Party Congress Resolution of Hải Phòng. It also lays a critical foundation for the city to embark on a new era of development, targeting an economic growth rate of at least 15.65% for the 2026–2030 period.
To ensure the success of 2025 goals, he highlighted the year’s theme: "Expanding economic and urban space; leveraging special mechanisms and policies; advancing green and digital transformation."
